The principal function of an employee in this class is to manage the tasks associated with City of Des Moines National Pollution Discharge Elimination System - Municipal Separate Storm Sewer System (NPDES MS4) Permit issued by the Iowa Department of Natural Resources (IDNR) as required by the Clean Water Act. The functions include collecting, analyzing and reporting data on the City’s stormwater system, and supervising City staff to accomplish these tasks.

The work is performed under general direction from the Clean Water Program Administrator or designated supervisor, with considerable leeway granted for the exercise of independent judgment and initiative.

  • Bachelor’s degree in Chemistry, Biology, Environmental Science, Geography, Environmental or Civil Engineering, or closely related field; and
  • Four (4) years of professional experience related to stormwater management, NPDES Permit compliance or related environmental program implementation and management; or
  • Any equivalent combination of experience and training which provides the knowledge, skills, and abilities to perform the work.
  • Iowa Certified Construction Site Pollution Prevention Inspector certificate or equivalent required; or
  • Enviro Cert International Certified Professional in Municipal Stormwater Management (CPMSM) required; or
  • American Public Works Association Certified Stormwater Manager (CSM) required, or
  • Ability to obtain within six (6) months of appointment.
  • Candidates for positions in this class must pass a post-employment background check, physical examination, and drug screen.
  • Possession of valid driver’s license.

  • Reviews and understands the requirements of the NPDES MS4 permit.
  • Plans, develops, supervises, and administers the permitting, monitoring, inspection, enforcement, pollution prevention, illicit discharge process oversight, and data management activities in accordance with Federal, State, and local laws to maintain NPDES MS4 permit compliance.
  • Supervises assigned staff.
  • Completes investigations and prepares notices of violation after consultation with designated supervisor.
  • Manages industrial stormwater General Permit 1 and General Permit 3 inspection program.
  • Supervises compliance with General Permit 2 sediment and erosion control regulations.
  • Provides management of post construction stormwater management program.
  • Oversees City Stormwater Management Pollution Prevention Plans.
  • Coordinates public involvement and participation in conjunction with the Clean Water Program Administrator through the Public Works Stormwater Advisory committee.
  • Develops a public education outreach program to generate public acceptance and cooperation in stormwater program initiatives.
  • Represents the City at meetings and makes presentations to public interest groups, City Staff, and City Council.
  • Compiles data on city-wide activities and writes the NPDES MS4 permit annual report for submission to IDNR.
  • Reviews changes to the NPDES MS4 permit and proposes updates to the program to address those changes.
  • Receives and logs stormwater, illicit discharge, and public nuisance complaints, and conducts investigations and responds as needed.
  • Responds to residents’ questions and comments in a courteous and timely manner.
  • Writes reports, recommendations, and correspondence.
  • Employs GIS technologies for projects and stormwater permit activities.
  • Communicates full and accurate information to the designated supervisor concerning areas of responsibility and recommends improvements.
  • Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the regulations, principles, practices and new developments in assigned work areas.
  • Participates in emergency operations such as snow, ice, and flood control.
  • Performs related duties as required.
