* Schedule:

Full-time | Monday - Friday | 8:00 AM - 4:30 PM

* Work Flexibility: current practice allows three remote days per week and alternate schedules after successful completion of probation and training.

* Some travel may be required.

Position Overview

As a member of the Iowa Workforce Development (IWD) team, this position will be an integral part of administering Iowa Workforce Development's various state and federal pass-thru grants and awards.  This position's core responsibility is to provide general support for sub-recipient expense reimbursement, sub-recipient reporting requirements, and other general guidance for program managers and for sub-recipients that are receiving grant funds from Iowa Workforce Development.

The ideal candidate will be customer service focused, have a general understanding of the grant management system, adhere to deadlines, work with minimal supervision, and communicate effectively with various audiences.

Primary Responsibilities

* Grant Administration - focus of maintaining grant compliance for various state and federal grant opportunities, including:

* Reviewing both past and current programmatic and financial documentation related to grant opportunities and close out processes to ensure compliance.  

* Assists in the development of new grant opportunities, including grant writing for new federal funding opportunities.

* Validates submitted financial and programmatic documentation and obtains additional information to ensure awards remain in compliance.

* Reviews and scores submitted applications for new competitive state and federal grant opportunities.

* Assists in the development of scoring rubrics to ensure objective evaluation of all applicants.

* Customer Service - coordinates with Grant Team and provides assistance to Grant Program Managers across the agency related to multiple grant opportunities with varying compliance requirements.  

* Responsible for processing electronic programmatic documentation, updating spreadsheets, correspondence with internal Grants Team, and coordination between multiple departments, including Legal and Finance

* Provides regular electronic communication with subrecipients, including creating and delivering webinars and conducting on-site monitoring visits.

* Compliance Review - monitors updates of state legislation and the federal CFR as it pertains to grant opportunities.

* Reviews grant policies and procedures to align with federal and state grant compliance guidelines.

* Research and apply procurement standards for purchasing.

* Ability to establish priorities for project tasks related to multiple grants including; information gathering, review, approval, transmittal, tracking, and reporting.

* Excellent verbal and written communication skills to foster active partnerships at the state and local level with key stakeholders.

* Ability to analyze and interpret complex material such as government laws, regulations, and procedures.

* Strong organization and time management skills to balance multiple data tracking measures for both fiscal and programmatic review, deadlines, and program requirements.

* Ability to utilize resources and problem-solve independently through effective research.

* Skilled in group facilitation or leading webinars is a plus.
