Position: PUBLIC HEALTH EMERGENCY PREPAREDNESS (PHEP) & EMS COORDINATOR (GRANT FUNDED)

Under limited supervision, provides leadership and coordination for emergency preparedness and Emergency Medical Services system development across assigned service areas. This role promotes community resilience and regional readiness through integrated planning, training, and responsive efforts, while guiding healthcare coalition activities to meet grant and regulatory requirements.

  • Coordinates the implementation of PHEP and EMS System Development grant programs, ensuring performance objectives, reporting requirements, and Iowa Health and Human Services (HHS) contractual standards are met.
  • Provides technical consultation and support for EMS System Standards Assessments, hazard vulnerability analyses, resource tracking, NIMS compliance, health alerts, and multi-year planning across jurisdictions.
  • Leads preparedness exercises and trainings using Homeland Security Exercise and Evaluation Program (HSEEP) methodologies; coordinates coalition response activities during public health emergencies or healthcare system disruptions.
  • Develops and maintains preparedness plans, facilitates meetings, tracks expenditures, and supports partners in grant administration and compliance.
  • Compiles and analyzes preparedness data and regional capabilities; prepares and presents reports to stakeholders.
  • Serves as the primary liaison between the healthcare coalition, local public health agencies, EMS partners, and Iowa HHS to promote integrated preparedness system development.
  • Builds and strengthens healthcare coalition partnerships with a focus on organizations serving vulnerable population; represents the coalition on state, regional, and national work groups, or advisory committees.
  • Participates in emergency response efforts when incidents impact the healthcare coalition or regional health systems.
  • Performs related work as required.
    • Considerable knowledge of public health emergency management, including emergency response planning, risk communication, and disaster recovery strategies.
    • Considerable knowledge of emergency response Incident Command Systems and National Incident Management Systems.
    • Knowledge of public health issues, population health trends, and social determinants that affect healthcare access and emergency response outcomes.
    • Knowledge of planning, project management, and program evaluation methodologies specific to public health systems.
    • Knowledge of principles and practices of interagency collaboration, coalition-building, and working across multidisciplinary stakeholder groups.
    • Knowledge of grant management processes, including budgeting, compliance, and reporting.
    • Knowledge of research techniques, data analysis, and applications to emergency preparedness, emergency medical services, and response planning.
    • Knowledge of the organizational structure and roles of public safety and emergency services at the local, state, and federal levels.
    • Skill in communicating complex or technical information with clarity.
    • Skill in planning. Execution, and evaluating preparedness exercises, training, and community outreach.
    • Skill in the use of computer database applications and Word, Excel, and Power Point.
    • Skill in facilitating groups, leading discussions, and building consensus among cross-sector partners.
    • Ability to interpret and apply public health and emergency management policies, guidelines, and legal mandates.
    • Ability to develop, lead, and evaluate public health emergency response programs, plans, and standard operating guidelines.
    • Ability to lead the work of others, including volunteers, contractors, or multidisciplinary teams.
    • Ability to lift up to 25 lbs.
    • Ability to establish and maintain effective working relationships, with co-workers, other departments, other governmental agencies, public officials at all levels of government, the private sector, and the general public, fostering a collaborative and professional work environment.
    • Bachelor’s Degree in Public Health, Emergency Management, Biology, Social Sciences, Health Sciences, Nursing, or related field, and
    • Four years of experience of public health and/or emergency response, or
    • Any equivalent combination of training and experience that will have provided the required…
