Department of Administrative Services (DAS)- Labor & Legal Services Team

The Iowa Department of Administrative Services (DAS) is seeking a Procurement Attorney to join our Labor and Legal Services Team. This role offers a unique opportunity to apply legal expertise in service of Iowa’s citizens by helping state agencies responsibly steward public resources through sound procurement and contracting practices.

Reporting to the DAS General Counsel Supervisor, the Procurement Attorney partners closely with the Central Procurement and Fleet Enterprise to provide advanced legal guidance on statewide purchasing, contracting, and compliance matters. In this role, you will serve as a trusted legal advisor to agency leaders and procurement professionals, helping ensure that state contracting processes remain transparent, compliant, and aligned with Iowa law and public accountability standards.

• Provide legal review and strategic guidance on solicitations, including Requests for Bid (RFB), Proposal (RFP), and Information (RFI)
• Draft, review, and interpret contract terms and conditions for goods and services agreements
• Analyze vendor exceptions and negotiate contract language to mitigate legal and operational risk
• Advise agencies on statutory, regulatory, and policy compliance, including open records matters
• Counsel agency leadership on complex procurement and administrative law issues
• Partner with the Iowa Attorney General’s Office on procurement-related legal matters
• Support additional legal initiatives across DAS as organizational needs evolve
• May provide mentorship or lead direction to other legal professionals

• Possession of a law degree from an accredited institution
• Graduation from an accredited law school and the equivalent of five years of full‑time successful and responsible experience in the practice of law; or the equivalent of three years of full‑time experience in the practice of law in the employing agency shall be considered as qualifying experience
