IT Project Manager
The Iowa Judicial Branch, in State Court Administration, seeks applicants for a dynamic Project Manager to join our Information Technology team! The Project Manager will lead and coordinate multiple projects, ensuring they are planned, executed, and delivered successfully. This position is located at the Iowa Judicial Branch building in Des Moines, IA.
This position will manage IT projects using Agile, Scrum, and Kanban frameworks, ensuring transparency and iterative delivery. The Project Manager will collaborate with senior management and stakeholders to define scope, objectives, and deliverables. This position will manage vendor relations, oversee statements of work (SOW), and contractual agreements. The Project Manager will also gather and analyze data to support business cases, proposed projects, and system requirements to help identify business problems and determine effective solutions.
The successful candidate will be a champion for change and encourage teams to embrace new processes and tools, fostering a culture of adaptability and continuous improvement. The Project Manager will also be skilled in risk management, team coordination, and utilizing data and reporting to drive decision‑making. Strong leadership, communication, and organizational skills are essential. In this role, the successful candidate will leverage their technical skills, project management experience, and thought leadership to successfully deliver complex technology projects that align with our organization’s vision.

The pay range for this position is $69,992.00 - $ annually. This is an FLSA‑exempt position. The starting salary for new state employees is expected to be at the base of the pay range. Adjustments may be made if the successful candidate has relevant experience.
Examples of Duties and Responsibilities- Develop comprehensive project plans, in coordination with stakeholders, to achieve defined goals and criteria.
- Identify potential risks and develop strategies to mitigate them. Conduct risk assessments throughout the project life cycle.
- Coordinate resources for projects, such as equipment and the project team.
- Communicate project expectations and updates to team members and project stakeholders. Prepare and deliver status reports, proposals, and presentations.
- Ensure project deliverables meet quality standards. Implement best practices and quality control measures. Identify and adjust for any unsuccessful project elements.
- Manage changes in project scope, schedule, or resources effectively. Adapt to evolving requirements.
- Manage vendor performance, coordinate communications, manage risk and compliance, and address support needs.
- Other duties as assigned.
- Knowledge of Iowa Judicial Branch processes, procedures, and business operations.
- Project management and leadership skills for managing projects and the teams involved with the projects.
- Knowledge in importing data for use in report software, spreadsheets, graphs, and flow charts.
- Ability to conduct research into project‑related issues.

Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services – Human Resources Enterprise.
The incumbent must meet the minimum requirements to qualify for the position.
- High school diploma (or high school equivalency diploma).
- Four (4) years of experience in project management, public administration, business administration, or closely related experience.
- Bachelor's degree in Business, IT, or related field.
- Experience with SCRUM/Agile methodologies within enterprise‑level application development projects.
- PMI‑ACP, CSM, or equivalent.
