The purpose of this position is to supervise and coordinate daily construction inspection activities for the City's Capital Improvement Program (CIP), private land development, right-of-way, franchise utility, and other assigned public infrastructure projects. This position assigns and reviews the work of construction inspectors; coordinates field coverage; provides technical guidance and training; reviews inspection and testing documentation; and monitors construction progress, quality, safety, and compliance.

The Construction Supervisor works closely with the City Engineer, project managers, developers, consultants, contractors, utility providers, City departments, and regulatory agencies to ensure construction is performed in accordance with approved plans, specifications, permits, contracts, City standards, and applicable regulations. This is a working supervisor position that performs field inspections and escalates major design, contract, budget, or policy matters to the appropriate manager.

Specific Duties and Responsibilities
  • Supervises construction inspectors by assigning work, scheduling field coverage, reviewing performance, providing technical guidance and training, and participating in evaluations and routine coaching.
  • Coordinates inspections for CIP, private development, right-of-way, franchise utility, and other public infrastructure projects.
  • Reviews approved plans, specifications, contracts, permits, testing requirements, traffic control plans, and City standards to establish inspection needs and identify potential conflicts.
  • Participates in pre-construction, progress, utility coordination, final inspection, and closeout meetings and performs field inspections as needed.
  • Ensures construction complies with approved documents, City standards, applicable regulations, and accepted construction practices.
  • Reviews inspection reports, photographs, quantities, test results, pay documentation, nonconformance records, and corrective actions for accuracy and completeness.
  • Provides direction on routine field issues and escalates significant design changes, disputes, claims, delays, safety concerns, and contractor or developer performance issues.
  • Coordinates with project managers, consultants, developers, contractors, utilities, laboratories, City departments, and outside agencies to maintain progress and minimize conflicts.
  • Monitors schedules, staffing, sequencing, work-zone conditions, traffic control, erosion controls, public access, and construction impacts.
  • Coordinates testing, verifies completed work and quantities, prepares punch-list and noncompliance documentation, and responds to construction-related questions from stakeholders.
  • Performs other assigned duties.
Qualifications
  • Five (5) years of progressively responsible experience in public infrastructure construction, construction inspection, contract administration, or land development construction, including at least two (2) years of lead or supervisory experience;
  • An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered;
  • Construction inspection, materials testing, traffic control, or related professional certifications are preferred;
  • Valid Driver's License; and
  • Must be physically capable of moving about active construction sites and working under varying and adverse field conditions.
Supplemental Information

  • Knowledge of standard construction practices related to asphalt streets, concrete streets, wastewater lines, water lines, and storm drainage;
  • Knowledge of Microsoft Office Suite;
  • Skill in communicating effectively both orally and in writing;
  • Ability to read and interpret civil construction plans and specifications;
  • Ability to operate small/light to medium equipment or machinery;
