Position: ENGINEER- SENIOR LICENSED PROFESSIONAL

Purpose / Description

Engineer
- Senior Licensed Professional is responsible for managing, researching, designing, planning, and performing engineering duties in the prevention, control, and remediation of environmental hazards using various engineering disciplines. The Engineer
- Senior Licensed Professional is involved in constructing, operating and maintaining wastewater control systems and may also supervise other staff who assist with wastewater functions. This position may act as an engineering advisor and liaison for the division between various federal agencies, state agencies and local communities.

Required Tasks
  • Provides technical supervision for wastewater/stormwater/drains operation and maintenance duties, including troubleshooting process and equipment problems at various wastewater/stormwater/drains facilities.
  • Leads the wastewater/stormwater/drains leadership team wherein duties include the gathering and analysis of process data, the development of technical recommendations for operational improvement, follow-up communication with operations staff, and assistance in report generation.
  • Develops and manages capital improvements and operations and maintenance budgets, including budgets for outside consultant contracts.
  • Leads the project planning process, including capital improvements plans for wastewater/stormwater/drains by evaluating needs and providing technical assistance for the identification and analysis of improvement alternatives, and the selection of a final course of action.
  • Provides technical review of consultant-developed plans and specifications for improvement projects.
  • Provides input, as owner representative, on construction phase projects. Tasks include technical review of shop drawings; independent assessment of the recommended improvements and inspection of the quality and progress of construction; assistance in the coordination of treatment operations and construction efforts; and participation in the testing, start-up and training aspects of construction projects.
  • Leads the ESD asset management program, including establishing and maintaining an accurate equipment and inventory database that provides detail on equipment conditions and performs ranking functions to update improvement needs of facilities under the County's jurisdiction.
  • Designs engineering improvements for wastewater/stormwater/drains for implementation by County staff.
  • Conducts special engineering studies, including pilot studies of new equipment, or procedures, as requested by Environmental Services Group management.
  • Manages as-built drawing inventory and makes necessary revisions following any construction activity.
  • Manages stormwater construction projects, including county drain petition projects.
  • Directs staff in the specification of new or replacement equipment.
  • Provides technical leadership on operations and engineering solutions to mitigate hazards and maintain safe work spaces for field operations.
  • Serve as a liaison between the County and non-County entities and communicates with and/or submits reports to third parties, including, but not limited to, consultants, customer communities, and regulatory agencies.
  • Trains new staff and performs other duties as assigned.
Qualifications
  • Bachelor's degree in Civil, Environmental, Geological Engineering, or a closely related engineering degree, such as Chemical, Mechanical and Industrial will be considered; AND
  • Registered Professional Engineer (P.E.) in the State of Michigan; AND
  • At least six (6) years of Civil, Environmental, Geological, Chemical, Mechanical or Industrial Engineering experience, with at least three (3) years of experience in project management; AND
  • A valid State of Michigan Driver's License and an acceptable driving record.
