SUMMARY OF POSITION:

Benzie County Central Dispatch is the public safety answering point (PSAP) for emergency and non-emergency telephone requests for public safety services as well as dispatching the appropriate jurisdictional law enforcement agency, fire department, and emergency medical service (EMS). The Dispatch Center is a 24/7 operation and supports multiple agencies, township, village, and city contacts after normal business hours.

This position holds the same responsibilities of an Emergency Communications Specialist with additional supervisory duties and responsibilities. Under the direction of the Director, an employee in this position will act as the second-in-command and assist the Director in overseeing and managing a 911 emergency telephone system and centralized emergency dispatch center that is responsible for dispatching all police, fire, and ambulance services within Benzie County.

The Deputy Director assists in the planning, organizing, staffing, and directing the day-to-day operation of Central Dispatch. The Deputy Director fills the role of the Director in their absence.

This position may require irregular hours and requires working as an Emergency Communications Specialist. This position may be scheduled as a rotation in the monthly schedule for the 9-1-1 Center.

PRIMARY DUTIES AND RESPONSIBILITIES (may include but are not limited to the following)

• Supervises and provides leadership to all Emergency Communication Specialists in accordance with County policy and labor contracts.
• Assist the Director in establishing and implementing operational goals, policies, and budgets for the department.
• Assist in the development, implementation, and maintenance of technology systems to serve the 911 center.
• Acts as system analyst, periodically testing and reviewing the 911, CAD, radio, and network systems.
• Oversee Dispatch Employee Evaluations, Quality Assurance, Emergency Medical Dispatch Quality Assurance, and Run Review programs.
• Preparation and presentation of various reports as directed.
• Makes effective recommendations regarding hiring, promotions, corrective actions, and terminations for all departmental staff.
• Oversees the Communications Training and Evaluation Program (CTEP), Communications Training Officers, evaluations, observation reports, and trainee work performance.
• Maintains compliance with all applicable Local, State, and Federal government laws, ordinances, and regulations. Assists with developing and maintaining policies and procedures that comply with local, State, and Federal regulations to ensure quality services are provided in an efficient and effective manner from emergency service providers.
• Establishes, maintains, and ensures compliance of staff with the department's standard operating policies, procedures, and regulations.
• Assists with organizing, developing, and coordinating State of Michigan mandatory continuous education and training for all personnel; assures that personnel are certified as necessary and/or appropriate within applicable standards and protocols.
• Maintains departmental staff scheduling in consideration of workload, minimum staffing requirements, and collective bargaining agreements.
• Attends training as required by the State of Michigan and Federal Government relating to Emergency Management and 9-1-1 Dispatch. Overnight travel may be required.

EDUCATION, FORMAL TRAINING, AND EXPERIENCE (minimum requirements)

• Five (5) years as an Emergency Communications Specialist.
