Manager of Specialty Court Services

Under the direction of the Director of Criminal Court Services, manages specialty court programs and special projects. The Manager of Specialty Court Services must ensure delivery of timely and quality services to the public and judges, and State Court Administrative Office in accordance with state and federal laws, and in compliance with grant requirements. Utilizes team-building concepts, ensures the continuing professional development of staff, and upholds the provisions of the staff’s collective bargaining agreements and the Third Circuit Court’s Code of Conduct and Employee Handbook.

• Provides oversight and direction for the specialty courts.
• Seeks alternative funding sources and prepares grant proposals for expansion of specialty courts and other projects impacting public awareness and safety.
• Directs and reviews performance of assigned personnel in the development and update of operational manuals, identifies work tasks and goals, establishes professional development plans, implements corrective action plans, conducts periodic performance reviews, and acknowledges accomplishments.
• Reviews draft grant proposals for existing grant programs to ensure all grant objectives are met in the application being submitted.
• Provides recommendations and analytical support relative to process improvements to the Director of Criminal Court Services.
• Coordinates and acts as the liaison between the division and the Michigan Department of Corrections, Department of Human Services, and other entities for all specialty court matters.
• Develops and manages innovative pilots and projects to address the continuing needs of access and improved caseflow management, including grant projects, as designated by the Director of Criminal Court Services.
• Participates in strategic planning and implementation within the division’s management team.
• Reviews statutes, court rules, regulations, and policies and prepares reports, summaries, and recommendations to the Director of Criminal Court Services.
• Responds to inquiries from the public, private bar, and bench relative to specialty court services.
• Performs other duties as assigned.

• Bachelor’s degree from an accredited college or university in Public Administration, Business Administration or related field. Master’s degree preferred.
• Three (3) years of paid experience in criminal justice administration.
• Three (3) years of progressively responsible paid supervisory and administrative experience in a court, legal, law enforcement, judicial or closely related setting.
• Experience preferred in areas of grant writing, information technology, budgetary/fiscal management, or project management including assessing risks and exposures, identifying options and alternatives, making decisions, and implementing corrective actions.
• If an employee drives on behalf of the Court, the employee must possess and maintain a valid Michigan driver’s license, no fault insurance and access to a vehicle to use in the performance of assigned duties.
• Proficient using MS Office Suite and relevant software and systems.

• Ability to interact with various Court agents and personnel and to work on significant projects.
• Ability to apply general rules to specific problems to produce positive results.
