Operations Manager
The Deputy Director assists the Director of Public Services by administering Public Works programs and services, managing assigned division staff, participating in strategic planning, budget management, and technical review and analysis for infrastructure projects. The Deputy Director supports the development and implementation of departmental and divisional policies and ensures that work products meet the expectations of City administration and the public.

Education and Experience- Bachelor’s degree in engineering, business, or management, or a closely related field. Master’s degree preferred.
- Minimum of six (6) years of progressively responsible experience in Engineering or a technical related field.
- Minimum of four (4) years supervisory experience in a unionized environment.
- Must possess and maintain a State of Michigan Driver’s license
- Professional Engineering License in the State of Michigan, preferred.
- Michigan Department of Environment, Great Lakes, and Energy Drinking Water Certification Level, S1 or S2 desirable.
- Public works operations, infrastructure systems, and engineering principles.
- Comprehensive knowledge of engineering and architectural drawings, water and sewer GIS data.
- Proficiency with municipal asset management, GIS, financial, Microsoft Office, and public works management systems (e.g., ArcGIS Pro, Roadsoft, ReTrac, BS&A).
- Capital project management and public procurement processes.
- Develop long‑range strategic plans and operational goals.
- Analyze complex operational and financial data and present findings clearly.
- Establish and maintain effective working relationships with leadership, employees, state government agencies, vendors, and the public.
- Prepare state and federal regulatory reports, forms, and applications.
- Strong financial and budgetary management skills.

- Leadership, communication, and interpersonal skills.
- Analyzing complex issues, identifying practical solutions, and implementing effective corrective actions.
Work is primarily performed in an office environment with regular visits to construction sites, and parks. Position requires attendance at occasional evening and after‑hours meetings outside of the standard work schedule.
Physical Demands- Prolonged periods of sitting and computer use with occasional standing and walking.
- Occasional walking on uneven terrain at construction sites.
- Exposure to varying weather conditions during site visits.
- Normal hearing requirements.
- Ability to communicate detailed instructions verbally.
- Specific vision abilities include ability to identify and distinguish colors, close vision (ability to read printed materials, plans, and computer screens) distance vision (ability to observe work sites, equipment, and roadway conditions), and depth perception (ability to judge distances and spatial relationships in field and construction environments).
