SUMMARY

The purpose of this position is to perform contractor-level renovations and inspections for vacant units, maximizing revenue and minimizing costs. This position requires advanced trade skills (e.g. flooring, drywall, plumbing and electrical), independent problem-solving, and strict quality control, exceeding general maintenance responsibilities to ensure safe habitable housing through efficient unit turnarounds. The Unit Prep Maintenance Technician may perform preventive maintenance tasks, as needed.

Unit Prep Maintenance Technicians may be assigned to the central Maintenance Division or a designated housing site.

EDUCATIONAL REQUIREMENTS

  • Must have a high school diploma or a GED equivalency
  • Must be able to read and write in English

EXPERIENCE REQUIREMENTS

  • Must have five (5) or more years of building or apartment maintenance experience or an equivalent combination of training and experience.
  • Must have five (5) or more years of experience with complete unit renovation
  • Must be advanced in a trade skill (e.g. flooring, HVAC, drywall, plumbing and electrical)

OTHER REQUIREMENTS

  • Must have or be able to acquire a valid state of MI driver’s license.
  • Must pass federal, state, and local criminal investigation clearances, and pass a drug screening test administered by the Commission or its designated provider.
  • Must be insurable under the agency’s insurance policy

KNOWLEDGE

  • Knowledge of Housing & Urban Development Public Housing regulations and policies pertinent to the department
  • Knowledge of HUD programs, requirements, and policies/procedures
  • Knowledge of DHC and departmental policies, procedures, and goals
  • Knowledge of organization’s structure, policies and procedures
  • Knowledge of standard office procedures, filing, and standard office equipment, including computer, fax, copier, telephone system
  • Knowledge of functional arithmetic
  • Advanced knowledge of property management software
  • Advanced knowledge of quality assurance in building maintenance
  • Knowledge of the Housing Commission policies and procedures regarding maintenance
  • Knowledge of the physical layout of the site properties
  • Knowledge of basic principles of building maintenance, including standard practices, methods, tools, and materials including the inspection, repair and maintenance of functional parts of mechanical equipment and machinery
  • Knowledge of basic building maintenance requirements, fire prevention and liability reduction principles
  • Advanced Knowledge of the methods, tools, material and equipment used in the operation, repair and maintenance of buildings
  • Knowledge of key building systems of multi-family and single-family structures
  • Knowledge of general building maintenance including carpentry, electrical, and plumbing, which may necessitate the use of both power and hand tools
  • Advanced knowledge of the functions, operating methods, and care required of a wide variety of heavy and complex construction equipment used in various jobs
  • Advanced knowledge of principles and practices of repair and preventive maintenance of motor vehicles, tools and equipment used in making mechanical repairs
  • Advanced knowledge of work order systems, safety practices and procedures; building and grounds maintenance methods and procedures; state and local building codes; departmental policies and procedures
  • Advanced knowledge of structural preventive maintenance methods and practices
  • Knowledge of the methods, building trades occupations, equipment and problems involved in large scale buildings and property maintenance work
  • Knowledge of local and state building codes, and OSHA work practices
  • Knowledge of safety rules, including accident causation and prevention
  • Knowledge of occupational hazards and appropriate safety precautions
  • Knowledge of departmental policies and procedures
  • Knowledge of geographical layout of property and safety practices
