JOB SUMMARY: The Youth Services Data & Programming Lead provides leadership for front-end program operations by integrating recruitment, intake, programming, employer engagement, data management, and performance reporting across all Youth Services programs. The position ensures compliance with funding requirements, achievement of program benchmarks, and consistent delivery of responsive programming in partnership with schools, employers, community organizations, and in response to agency and community requests.
The Lead supervises recruitment, programming, and data staff while using performance analytics to improve outcomes and demonstrate organizational impact.
ESSENTIAL DUTIES & RESPONSIBILITIES:
- Directs recruitment, outreach, participant tracking, and pipeline development across all youth programs and funding streams.
- Leads intake, eligibility, enrollment, and front-end service delivery to ensure a seamless and compliant participant experience.
- Develops partnerships with schools, employers, community organizations, and agency partners to coordinate large scale programming and respond to community and agency requests.
- Supervises recruitment, intake, programming, and data staff while coordinating operations across service locations.
- Maintains accurate databases and develops reports, dashboards, and scorecards to monitor enrollment, performance, and program outcomes.
- Audits systems and participant files to ensure compliance, data integrity, and funding requirements.
- Provides staff training and technical assistance on databases, reporting requirements, and operational workflows.
- Collaborates with WIOA, SEMCA, MAERS, Youth Build, Ameri Corps, and other funding partners to meet reporting and performance requirements.
- Supports executive leadership through performance analysis, operational reporting, continuous improvement initiatives, and other assigned duties.
- Must be self-directed, organized, and possess the ability to work within a complex blended program model and team setting.
- Stay current in pedagogy and andragogy approaches that meet the learning styles of the population being served.
- Addressed behavioral issues as they arise.
- Attend community meetings, departmental and cross-functional case conferences.
- Participate and facilitate youth related activities.
- Provides positive leadership and direction for youth program participants.
- Contributes to the team effort by performing other duties as assigned.

JOB QUALIFICATIONS:
- Graduation from an accredited four-year college or university (with major course work in social work or a related field preferred).
- 3-5 years of responsible experience in youth services, program operations, recruitment, or data management.
- Strong analytical ability to interpret performance trends, resolve reporting issues, and improve contract outcomes.
- Excellent communication and relationship-building skills with staff, employers, educational partners, community organizations, and funders.
- Bilingual language skills in English/Spanish or English/Arabic preferred.
- Mental ability to handle pressures related to meeting deadlines and performing repetitive tasks requiring concentration and attention to detail.
- Advanced Microsoft Excel, Microsoft Office, and workforce database management skills.
- Mental ability to handle pressures related to multiple individuals from diverse backgrounds and varying levels of need.
- Valid Michigan driver's license. Incumbent must also have reliable means of transportation to travel to various locations outside of the office.
- Must be willing to work a flexible schedule (evenings/weekends).
- Must complete FBI fingerprinting and a satisfactory criminal background check must be received.

While performing the duties of this job, the employee is regularly required to see, talk and hear. The employee is frequently required to stand, walk, sit for extended periods of time, and have sufficient hand, arm, and finger dexterity to operate a phone, computer keyboard, and other office equipment.
Must be able to lift a minimum of 10 pounds.
WORK ENVIRONMENT: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. This job operates in a normal office environment with little discomfort due to noise, dirt, dust and the like. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
