Regulatory Compliance Specialist

J MAR's client, a well-capitalized, entrepreneurial midstream energy company, is seeking an experienced EHS&R Manager to lead the company's environmental, health, safety, and regulatory compliance programs across its growing natural gas gathering, processing, and pipeline operations.
The ideal candidate brings strong knowledge of PHMSA, DOT, OSHA, EPA, and applicable state regulations
, along with hands‑on experience developing compliance programs, mitigating operational risk, and fostering a strong safety culture
.
- Lead the development, implementation, and continuous improvement of EHS&R programs across the company's natural gas gathering, processing, and pipeline assets.
- Serve as the company's EHS&R subject matter expert and lead DOT/pipeline compliance programs, including OQ, O&M, IMP, CRM, Public Awareness, and applicable state requirements.
- Partner with Operations to manage OSHA and operational safety programs, including PSM, Permit to Work, PSSR, MOC, inspections, incident investigations, and corrective actions.
- Manage environmental permitting, reporting, and compliance, including air permitting, NSR, Title V, emissions inventories, greenhouse gas reporting, SPCC, SWPPP, OOOOa, and related programs.
- Conduct compliance audits and recommend improvements to policies, procedures, management systems, and equipment to strengthen safety, regulatory compliance, and operational performance.
- Develop and maintain required EHS documentation and emergency response plans, including the EHS Manual, ERP, FRP, OSRP, and DOT Drug & Alcohol Plan.
- Develop and coordinate safety and regulatory training for employees and contractors and ensure required site‑specific orientations are completed.
- Coordinate with third‑party consultants and regulatory agencies and monitor changing regulations to maintain ongoing compliance.
- Bachelor's degree in Environmental Science, Environmental Management, Engineering, or related technical discipline preferred.
- Minimum six years of progressive EHS experience within the midstream oil & gas industry.
- Strong working knowledge of PHMSA, DOT, OSHA, EPA, NDDEQ, and applicable pipeline regulations, including 49 CFR Parts 192 and 195.
- Working knowledge of natural gas gathering, treating, processing, and pipeline operations.
- Demonstrated experience with EHS&R compliance programs, environmental permitting, risk management, audits, incident investigations, and regulatory reporting.
- Ability to interpret complex regulations and develop practical compliance solutions while working effectively across Operations, Engineering, contractors, consultants, and regulatory agencies.
