The PLSSS Program provides all launch processing support functions for Office of Space Launch (OSL). The program’s two primary operating locations are Cape Canaveral Space Force Station, FL and Vandenberg Space Force Base, CA. Key elements of the PLSSS program scope include satellite launch processing, satellite transport operations, satellite propellant loading operations, and satellite processing facilities O&M, clean room operations, and safety and environmental services.

Leads and oversees the management and analysis associated with property business systems to ensure company, customer and US Government property located on site and at subcontractors are managed in accordance with applicable federal regulations and company policies to achieve adequacy of system, best value and operational excellence. Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions.

Interprets Federal Acquisition Regulations (FAR) and supplements, contracts, Standards for the Guiding Principles of Property Management and Cost Accounting Standards (CAS) as applied to property acquisition, use and disposition.

Develops business system risk mitigation strategies and ensures compliance of major business systems and processes required to do business with domestic and international entities. Manages the conduct of internal and external property assessments and analyzes results for financial and operational purposes; provides guidance on contracts and regulations pertaining to property life‑cycle management; develops, recommends, and implements property management policy; and prepares periodic and special purpose reports for all levels of management both internal and external.

Oversees interaction with customers, federal oversight agencies and internal personnel while investigating, analyzing and resolving regulatory compliance issues. Provides guidance and training to company personnel on the application of business system processes, interpretation of laws and regulations and compliance requirements.

Manages the efficient flow of goods, services, and information between point of origin through customer placement to meet customer requirements. Ensures that customer service and time objectives are achieved within existing financial constraints to meet marketing and financial objectives. Ensures the execution and continuous improvement…
