Job Description

Mobile SAF-IS Regional Program Specialist – a service‑focused role supporting the Service to Armed Forces and International Services Division mission. The position is on‑site, requires strict medical and security clearances, and includes worldwide deployment. Relocation assistance is only available for current employees within 50 miles of the division.

What You Need to Know

Manage and administer the delivery of American Red Cross services to U.S. military members, veterans, and families. Support International Services programs and provide guidance and leadership to volunteers. Perform duties in compliance with the Red Cross policies, federal, state, and local regulations.

Relationship Management and Community Outreach
  • Serve as the “face” of the Red Cross at the assigned location.
  • Build strong relationships with military leadership, key organizations, and community leaders.
  • Partner with external constituents in the local community to further the mission of the Red Cross, including government, corporate, civic, and nonprofit agencies.
  • Enhance community presence through marketing opportunities, social media platforms, and local Armed Forces Network advertising.
Volunteer Management
  • Develop and implement local needs assessment and Volunteer Program Plan using the Volunteer Resources process.
  • Recruit and train leadership volunteers to support SAF/IS U.S. programs, training services, disaster cycle services, and Armed Forces Blood Services.
  • Use the Volunteer Connection Platform to manage, document, train, recognize, and communicate with volunteers.
Service Delivery Management
  • Supervise volunteer Service Delivery staff.
  • Coordinate services to military treatment facilities and VA hospitals through rehabilitation programs, material assistance, resiliency training, and morale items.
  • Plan and conduct community outreach, including command meetings, education briefings, presentations, and workshops.
  • Manage special events and projects supporting SAF/IS U.S. initiatives.
  • Provide support to military members and families, including follow‑up information, referrals, and related services.
  • Support the emergency communications center with local information as appropriate.
  • Develop outreach strategies to promote International Services U.S. programs to the community.
Financial and Reporting Management
  • Develop and manage budgets and expenditures to keep programs operating within budget.
  • Monitor and report on program outcomes and results, recommending continuous improvement to meet metrics.
What You Need to Succeed
  • Bachelor’s degree in business, public administration, human resources, community organization, social or health sciences, or a related field; or related experience.
  • Five (5) years of minimum related experience in program management or a related field.
  • Strong computer skills, public speaking, verbal and written communication skills.
  • Excellent interpersonal skills and ability to work independently or as part of a team.
  • Capability to balance multiple priorities and adapt to changing circumstances.
Work Conditions

Work includes ordinary ambulatory tasks, occasional light to medium lifting (up to 20 pounds), good hand‑eye coordination, and basic typing and equipment operation. May include driving, indoor work, and exposure to safety hazards related to emergency services. Travel and meetings may be required across chapter jurisdiction and the Red Cross system, and staff may be on 24‑hour call during major disasters.

  • Deploy on short‑term temporary assignments worldwide, alongside deployed military members.
  • Complete all trainings and maintain casework proficiency, including shifts and readiness drills.
  • Respond to emergency, surge, and disaster situations as needed.
Readiness Requirements
  • Maintain medical and security requirements.
  • Engage in annual deployment familiarization program, additional trainings, and meetings.
  • Provide daily medical and physical readiness, including immunizations required by the U.S. military.
  • Wear military uniforms when required and operate in harsh, stressful environments.
  • Accompany the military on deployments as applicable.
