About the Position

South Coast AQMD seeks a technical expert in Transportation Programs with excellent communication and organizational skills and a strong commitment to improving air quality. Air Quality Specialists in the Transportation Programs unit of Planning, Rule Development and Implementation are responsible for:

  • Developing, planning, and implementing transportation and air quality mitigation programs, including the preparation of oral and written reports, position papers, graphs, charts, and statistical summaries.
  • Reviewing, evaluating, and recommending for approval AB 2766 subvention program reports.
  • Working with local governments to ensure AB 2766 funds are spent on allowable mobile emission projects.
  • Working with local governments to assist in the accurate reporting of mobile emission reductions.
  • Conducting research and analysis of mobile emission reductions and strategies, local government air quality programs and policies, transportation-related land use strategies, and transportation legislation.
  • Preparing a range of written documents, such as technical reports, Board letters, staff reports, legislative analyses, analysis of and comments on General Plans and other land use planning documents, responses to AB2766 Subvention Fund Program inquiries, and regional programs affecting air quality and transportation.
  • Working with industry, environmental groups, and government agencies at the federal, State, and local levels to develop and adopt programs to improve transportation-related air quality.
  • Serving as a subject-matter expert and providing technical assistance on transportation planning and mobile emission reduction strategies, including transportation electrification.
  • Coordinating and conducting training classes on various air quality and transportation programs, rules and certification courses (including Rule 2202 Employee Transportation Coordinator (ETC) and AB 2766 program training).
  • Representing the agency in meetings or presentations.
General Duties

The general duties for this classification include:

  • Works with engineers, planners, other environmental professionals, Information Management staff, and other personnel to develop and implement methods and techniques for the analysis and evaluation of air quality studies and plans.
  • Applies mathematical, statistical, and engineering modeling and analytical techniques to the analysis of research and survey data; prepares graphs, charts, and statistical summaries from derived data; determines appropriate data collection methods for use in research projects; and may assist in determining methods for more complex studies.
  • Develops or assists in developing recommendations concerning air quality management programs, plans, and rules and prepares related reports and correspondence.
  • Assists in preparing technical analyses and recommended positions on proposed and pending legislation relating to air quality management.
Desirable Qualifications

In addition to the minimum qualifications, the most competitively qualified candidates will possess at least two years of professional experience in the following policy areas:

  • Expertise and experience in transportation planning and/or urban planning, air quality programs, and CEQA analysis.
  • Experience in working with regional organizations such as SCAG and regional County Transportation Commissions, as well as local governments.
  • Knowledge of mitigation strategies applicable to greenhouse gas and criteria pollutant emissions, land use projects and transportation projects.
  • Knowledge of EMFAC, CalEEMod, and other emission modeling software.
  • Strong technical abilities in research and analysis, including policy analysis, program development, and implementation.
  • Ability to gather and analyze data and prepare reports on complex technical issues in succinct, easily understood formats.
