A senior supervisory role focused on the research, development, demonstration, and deployment of low‑ and zero‑emission technologies in the Technology Demonstration unit of the Technology Advancement Office. The position reports to the Planning and Rules Manager and involves managing complex RDD&D projects and grant funding from agencies such as DOE, CEC, and CARB.
Responsibilities- Research, development, demonstration, and deployment of low‑ and zero‑emission on‑ and off‑road technologies and associated infrastructure through South Coast AQMD’s Clean Fuels Fund and similar programs.
- Work closely with staff at CARB, CEC, DOE, U.S. EPA, academia and private entities, including OEMs and technology providers.
- Serve as a subject‑matter expert in low‑ and zero‑emission technologies and infrastructure, including regulatory requirements.
- Represent the agency in meetings and deliver presentations to technical and non‑technical audiences.
- Collaborate with members of the Technology Demonstration unit and other TAO teams.
- Manage complex RDD&D projects with a primary focus on applying for and managing grant funds from DOE, CEC, and CARB.
- Compile, analyze and interpret technical air quality data from mobile sources.
- Apply South Coast AQMD air quality regulations to stationary and mobile source programs.
- Monitor and evaluate consultant performance and oversee monitoring projects.
- Maintain accurate records of planning, research, monitoring, or rule‑development projects and prepare clear, persuasive reports and recommendations.
- Design, develop, and prepare grant funding proposal applications.
- Represent South Coast AQMD at public, professional, and internal meetings; communicate with technical, finance, and legal staff.
- Maintain current knowledge of federal, state, and local regulations and technical developments.
- Provide expert testimony, advice, and counsel in a specialized field.
- Apply computer‑based analytical techniques to complex air pollution control problems and develop new techniques for solving them.
- Proficiently use PC and mainframe software applications common to the field and to the general business environment.
- Communicate clearly and concisely, orally and in writing, and establish effective relationships with stakeholders.
- Supervise a professional staff unit; plan, organize, assign, review and evaluate staff work; prepare performance appraisals; provide technical and administrative supervision.
- Oversee and participate in the planning, organization and development of complex projects for evaluating and updating the Air Quality Management Plan and developing rules and regulations.
- Prepare and supervise evaluation, analysis and quantitative assessment of air quality data; prepare and supervise reports, scientific papers and other written documents; review and edit materials; evaluate program effectiveness and modify as necessary.
- Develop and modify computer software for projects and programs; conceptualize research models by synthesizing or modifying concepts from mathematical, statistical and physical sciences.
- Assist in coordinating investigative projects on measurement and analysis of air quality or emission inventories; determine emission reduction and source performance standards with engineering, source testing and other technical personnel.
- Conduct workshops and meetings or provide consultation and advice on matters related to the area of expertise.
- Review and report on research papers and technical literature on air quality planning, emissions, control and rule development.
- Review legislation and provide technical assistance and expertise in preparing briefs and testimony for legal proceedings affecting South Coast AQMD.
Graduation from an accredited college or university with a bachelor’s degree in engineering or the physical, social, or biological sciences, depending on unit functions.
