Under general supervision, the IT Network & Cybersecurity Engineer is responsible for supporting, maintaining, and securing the City's network infrastructure and cybersecurity systems. This position administers and troubleshoots LAN, WAN, wireless, VPN, firewall, switching, routing, VLAN, and fiber infrastructure while monitoring security alerts, system activity, and vulnerabilities to identify, mitigate, and respond to cyber threats, ensuring the confidentiality, integrity, and availability of City information systems.
The role combines network engineering and cybersecurity responsibilities to ensure reliable, secure, and resilient technology operations and services for the City. The incumbent represents the City in a professional manner and maintains effective working relationships with employees, vendors, outside organizations, and the public.
- Administers, configures, and maintains network infrastructure, including routers, switches, wireless access points, firewalls, VPNs, and fiber connectivity.
- Monitors network performance, availability, and capacity; identifies and resolves connectivity, latency, and infrastructure issues.
- Maintains network architecture documentation, diagrams, configurations, and inventory records for City facilities and systems.
- Plans, implements, and supports network upgrades, expansions, and technology deployment projects to meet operational requirements.
- Administers and supports VLANs, network segmentation, site-to-site connectivity, and secure communications between City locations.
- Coordinates system updates, integrations, and technology changes; defines implementation requirements and conducts testing prior to deployment.
- Evaluates cyber threats, vulnerabilities, and mitigation plans.
- Performs assessments of complex systems, networks, servers, and applications to identify deviations from acceptable configurations, regulatory requirements, or local policy, and measures the effectiveness of security architecture against known vulnerabilities.
- Applies cybersecurity principles in daily practice, including relevant NICE Framework workforce categories such as Securely Provision, Operate and Maintain, Oversee and Govern, Protect and Defend, Analyze, Collect and Operate, and Investigate.
- Participates in security testing, security reviews, and analysis activities to support cybersecurity operations.
- Responds to cyber incidents and assists in investigating, resolving, documenting, and escalating cybersecurity incidents as appropriate.
- Monitors, maintains, and analyzes security systems, alerts, and security, network, and device logs to identify anomalous activity, malicious traffic, and opportunities to improve security controls.
- Assists with compliance initiatives including CJIS Security Policy requirements, Texas cybersecurity mandates, security audits, risk assessments, and remediation activities.
- Assists with vulnerability management, endpoint protection, backup coordination, disaster recovery planning, and security awareness efforts.
- Administers and secures cloud-based services including Microsoft 365, Azure, Entra , email security, multifactor authentication, and identity management solutions.
- Evaluates, selects, implements, and coordinates with software, hardware, telecommunications, and professional service vendors.
- Performs periodic testing and validation of backup, disaster recovery, and business continuity procedures.
- Uses automation tools and techniques to improve work efficiency.
- Completes work orders by troubleshooting and resolving hardware, software, cybersecurity, and network-related problems encountered by end users.
- Responsible for effective communication through progress reports, user documentation, and formal presentations to teams and management.
- Serves as a technical subject matter expert for network infrastructure, cybersecurity systems, Microsoft 365 services, and related Information Technology platforms.
- Participates in scheduled on-call rotation and responds to after-hours incidents, outages, emergencies, and cybersecurity events as required.
