PURPOSE
The Safety Directoris responsible for developing, coordinating, implementing, and administeringDES's comprehensivesafety, health, losscontrol, and emergency preparedness programs.
This position promotesa culture ofsafety by ensuring compliance with applicableOSHA, DOT, EPA, andother federal, state, and local regulations. The Safety Directorconducts safety inspections, investigates accident sand near misses, develops policies and procedures, providesemployee training, andworks collaboratively with management to protect the safety of employees, customers, contractors, and the publicwhilesupporting the mission and strategic objectivesof DES.
ESSENTIAL FUNCTIONS
Develop, implement, review, and recommend safety policies, procedures, andprogramsto ensure compliance with OSHA, DOT, EPA, and allother applicable federal, state, and local regulations.Design, coordinate, and administerDES's comprehensive safetyand loss control program.Routinely evaluate DESsafety operations andadvise the General Manager of safety concerns, compliance issues, operationalrisks, or potentialthreats to employee health and safety. Immediately report seriousinjuries, incidents, security breaches, or significantsafety concerns to the General Manager and appropriatemanagement personnel.Maintain and updatethe Safety Manual, Safety Data Sheets(SDS), inspection records, testingdocumentation, training records, and allother required safety-related documentation.Coordinate DES's participation in the DICSP2 Safety Program and other applicable safety recognition and incentive programs.Review daily and monthly vehicle inspection reports to ensure compliance with DOT regulations and maintain required documentation.Develop, coordinate, and conduct employee safety training programs, including monthly safety meeting sand specialized training as needed.Providesafety presentations and training to community organizations, schools,contractors, and other outside groups as requested.Conduct routine safety inspections of facilities, vehicles,equipment, and field operations to ensure compliance with safety regulations. Document deficiencies and recommend corrective actions to appropriate personnel.Leadthe DES Safety Committee and directaccident, incident, andnear-miss investigationsto identify root causes and recommend corrective actions.Assist with the collection, documentation,and preservation of information related to property damage, workers' compensation, liability, and injury claims.Conduct new employee safety orientation andensure completion ofall required onboardingsafety training and documentation.Prepare, complete, andsubmit all requiredgovernmental, regulatory, and compliance reports within established deadlines.Coordinate DES's hazardous materials and hazardouswaste management programs in cooperation with management and maintain compliance with EPAand other applicableenvironmental regulations.Maintain professional relationships with industry organizations, regulatory agencies, and safety professionals to remain informed of emerging safety practices, technologies, and regulatory changes.Coordinate and leadDES's Emergency Response Program and provideleadershipduring emergency eventsand system restoration activities.Promote and maintaina safe work environment by enforcingestablished safety policies, procedures, and regulatory requirements while encouragingcontinuousimprovement in workplace safety.Provide courteous and professional customer serviceto employees, customers, contractors, and thepublic.Attend and actively participate in staff meetings, safety committee meetings, industry conferences, and professional development opportunities.Perform other dutiesas assigned bythe General Manager.EDUCATION AND EXPERIENCE
High school diplomaor GED is required. An Associate'sor Bachelor's degreein Occupational Safety, Safety Management, Industrial Hygiene, Risk Management, Business Administration, or arelated field is preferred. A minimum offive (5) yearsof progressively responsible experience in electricutility operations, with emphasis in occupationalsafety, risk management, or regulatory compliance, is preferred. Specialized training or certifications throughOSHA, TVPPA, Risk Management, Certified Safety Professional (CSP), or equivalentprograms are highly desirable. An equivalent combination of education, training, and experience thatdemonstratesthe knowledge andability to perform the essential functions of the position may be considered.
