Position Overview
This position is accountable for the design, construction, and maintenance of roadway landscape features to ensure safety, compatibility, preservation, and aesthetics within the highway system; oversight of all rest areas; management of the district vegetation control program including safety, aesthetic, and environmental considerations; and for serving as the district Erosion Control Coordinator and assisting or acting as the district Adopt-A-Highway Coordinator.
Essential Functions
* Directs manpower and other resources for the safe and efficient maintenance and operation of the rest areas and roadsides.
* Prepares all landscape plans, specifications, contracts, and the district Vegetation Management Plan.
* Ensures the effectiveness of the district erosion control process.
* Retains and improves highway aesthetics/environment through effective roadside management practices.
* Trains, motivates, and evaluates staff.
* Accountable for the timely resolution of requests and inquiries from the public, public officials, and other agencies.
* Resolves roadside and rest area problems by written, personal, and telephone contact.
* Prepares and monitors the roadside and rest area maintenance budget including maintaining records to affirm expenditures within allocations and provides proper justification for the future budgets.
* Helps coordinate the District 2 Adopt-A-Highway Program which includes investigating locations, issuing permits, providing supplies, and coordinating with the volunteer groups.
* Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
* Performs other duties as assigned.
Minimum Qualifications
* Completion of two years of college in civil engineering technology, pre-engineering or job related technical/science curriculum PLUS five years of engineering/landscape architect experience OR seven years of engineering/landscape architect experience.
Preferred Qualifications
* Knowledge and previous training in the principles and practices of civil engineering and the application of engineering techniques to design, construction, and maintenance of public works.
* Knowledge of landscape and roadside management practice and principles.
* Knowledge of mathematics and its application to project design, field surveying, and engineering computational activity.
* Ability to supervise a staff engaged in either field or office engineering functions and perform job duties independently, with minimal guidance or supervision.
* Strong oral and written communication skills.
Conditions of Employment
* Requires a valid driver's license.
* Requires successful completion of a background screening.
* Requires statewide travel with occasional overnight stays.
* Requires overtime as needed.
* Requires 24 hour per day on call availability.
* Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
