Position Overview
This position is accountable for the completion of the studies and plans necessary for the district highway improvement programs. The incumbent directs the preparation of engineering design, geometric, hydraulic, and environmental studies, as well as contract documents for highway improvements in accordance with departmental design policies, specifications, standards, and sound engineering practice.
Essential Functions
* Coordinates studies to determine feasible corridors for new highways and/or determine the most acceptable design for proposed and existing transportation facilities.
* Synthesizes engineering, sociological, and environmental factors which influence the design of transportation systems.
* Directs reviews of proper design applications of policies and procedures for projects prepared by consultants.
* Directs the timely completion of plans and specifications so that the project can be placed under contract by pre-determined time schedules.
* Directs, motivates, and supervises personnel to accomplish the section's work programs and goals within the scope of district financial resources and prescribed deadlines.
* Provides administrative assistance in such matters as promotions, salary adjustments, manpower assignments, equipment requests, and budgetary matters to ensure efficient operations of the bureau.
* Ensure compliance with the departmental safety rules, practices, and procedures for all personnel.
* Perform duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
* Performs other duties as assigned.
Minimum Qualifications
* Current registration as a Licensed Professional Engineer in the state of Illinois OR current registration as a Licensed Structural Engineer in the state of Illinois.
* Six years of experience in civil engineering.
Preferred Qualifications
* Knowledge of the modern methods and practices of public works construction and maintenance operations.
* Ability to coordinate/direct engineering programs or research and planning activities of a difficult technical nature.
* Strong oral and written communications skills.
* Ability to promote, establish, and maintain harmonious relationships with staff and the public.
* Ability to multitask numerous projects and issues at a given time.
* Ability to deliver a multi-year program with limited resources.
Conditions of Employment
* Requires a valid driver's license.
* Requires district wide travel.
* Requires successful completion of a background screening.
* Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
* This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest.
