The country of Qatar continues to experience substantial construction growth with infrastructure budgets rising to over $120B for infrastructure and road projects. Our client supports Qatar’s National Development Strategy , the FIFA World Cup 2022 event, and the National Vision 2030. To support this growth, the public works authority has created a number of senior management expatriate postings requiring urgent commencement.

The employer seeks an experienced Balanced Scorecard Specialist to add value in an advisory capacity.

• Support implementation of Strategy Management & the Balanced Scorecard (BSC) across the firm.
• Establish key relationships with business lines and develop their strategy management processes.
• Assist departments with development of strategy maps, objectives, KPIs, targets and initiatives.
• Analyze effectiveness of the BSC process and provide recommendations for improvement.
• Support optimization of Strategy Management and Balanced Scorecard process.
• Support awareness training of BSC through communication, trainings and briefings.
• Support awareness training of the firm’s strategy through communication, trainings and briefings.
• Implement and optimize risk management processes integrated with strategy management across the organization.
• Establish and manage comprehensive KPIs that provide an effective view of performance throughout.
• Monitor the KPIs to ensure their relevance and usefulness.
• Support performance reporting processes.
• Support preparation and facilitation of regular BSC performance reviews.
• Provide insight for quarterly assessments.

• Degree qualification in Commerce or comparable, with a Master’s Degree from a recognized institution highly regarded.
• Minimum of 15 years’ experience, with at least 5 years in corporate strategy and scorecard-driven environments. A minimum of 3 years’ experience with Balanced Scorecard is essential.
• Experience in Government and GCC highly desirable.
• Experience with a variety of other strategy management approaches and methodologies is advantageous.
• Experience with Risk Management methodologies such as ISO 31000 and quality/continuous improvement methodologies such as Six Sigma is advantageous.
• Proficiency with Data Analysis and BI software.
• Exposure to Balanced Scorecard software required.
• Arabic language fluency desirable.
