Job Summary

The Proposal Manager is responsible for leading the preparation, coordination, and submission of technical and commercial proposals for EPC, infrastructure, industrial, and construction projects. The role includes managing the complete tendering lifecycle, overseeing estimation activities, evaluating project risks, coordinating multidisciplinary teams, and developing competitive bid strategies to secure new business opportunities.

Key Responsibilities Tender Management
  • Lead the end-to-end tendering process from bid invitation to final submission.
  • Review ITTs, RFPs, RFQs, tender documents, specifications, and contractual requirements.
  • Develop bid execution plans, submission schedules, and win strategies.
  • Ensure compliance with client requirements and company bid procedures.
  • Manage multiple tenders simultaneously while meeting strict deadlines.
Estimation & Costing
  • Direct and review quantity take-offs (QTO) and cost estimates.
  • Validate project costs including materials, labor, equipment, subcontractors, logistics, and indirect costs.
  • Coordinate pricing strategies to ensure commercially competitive proposals.
  • Review productivity norms, resource requirements, and construction methodologies.
  • Conduct benchmarking and cost analysis to improve bid competitiveness.
Technical Proposal Development
  • Coordinate with Engineering, Procurement, Construction, Planning, Commercial, Finance, and Project Controls departments.
  • Develop technical proposals, execution methodologies, staffing plans, organization charts, and project schedules.
  • Ensure technical solutions align with project scope, specifications, and client requirements.
Commercial & Contractual Review
  • Review commercial terms, contractual conditions, and tender qualifications.
  • Identify commercial exposures and recommend mitigation measures.
  • Evaluate payment terms, liquidated damages, warranties, and contractual obligations.
  • Support management in bid/no-bid decisions.
Risk Management
  • Conduct technical, commercial, contractual, operational, and execution risk assessments.
  • Develop risk mitigation plans and contingency strategies.
  • Analyze project challenges and recommend effective solutions during pre-award stages.
Stakeholder Coordination
  • Liaise with clients, consultants, joint venture partners, subcontractors, and suppliers.
  • Lead bid clarification meetings, pre-bid conferences, and internal review sessions.
  • Maintain strong relationships with key stakeholders to support business development objectives.
Proposal Submission & Presentation
  • Ensure timely preparation and submission of complete tender packages.
  • Prepare executive summaries, management presentations, and bid review reports.
  • Present tender recommendations and commercial evaluations to senior management.
Qualifications
  • Bachelor's Degree in Civil Engineering.
  • Master's Degree in Construction Management, Engineering, or Business Administration is an advantage.
