We are seeking a Financial Analyst for Public-Private Partnership (PPP) projects in Doha, Qatar. This is a financial advisory role covering the delivery of PPP projects, with overarching responsibility for project development activities, pre-qualification, and PPP tendering processes — from financial due diligence, viability assessments and financial modelling through tender management, bid evaluation, and negotiations with the preferred bidder to financial close.

Overarching responsibility for PPP project development activities, pre-qualification, and PPP tendering processes.

Job Responsibilities

Responsible for drafting bidding documents and relevant legal agreements.

Identify key legal and regulatory risks for the PPP project.

Conduct financial due diligence and financial analysis of the given options, assess payment viability, analyse procurement methods, risks and mitigation, identify potential developers for market testing and carry out market sounding exercises.

Conduct viability assessments, financial analysis of procurement options, financial modelling, value-for-money analysis and assessment, development of payment mechanisms, and PPP project structuring.

Develop high-level financial forecasts by integrating cost estimates from the technical adviser.

Prepare market studies, expressions of interest, requests for qualification and bid documents, and run the prequalification, tendering and bid evaluation processes.

Prepare evaluation criteria, scoring methodology and procurement processes to be agreed with the Authority.

Coordinate and facilitate all workshops related to preparing the tender documents.

Prepare responses to all financial clarifications, compiling and preparing formal responses.

Participate in the financial evaluation of commercial submissions and raise financial post-tender clarifications for each bidder as necessary.

Participate in negotiations with the preferred bidder to achieve financial close.

Manage key customer and stakeholder relationships, and provide guidance and direction to the team.

Provide support to the Authority’s PPP team where required, provide regular progress reports, elevate issues on behalf of the Authority, and lead and attend all relevant meetings.

Mandatory Requirements

University degree in a relevant field — including but not limited to Project Management, Commerce, Economics, Business Administration, Engineering, or equivalent — obtained from universities identified in the World Higher Education Database (WHED) published by the International Association of Universities.

More than 15 years of practical and relevant experience since qualification, with a minimum of 7 years’ specialised experience in transaction advisory and PPPs.

Minimum of 7 years of experience working in North America, Western Europe, UK, Australia, New Zealand or an equivalent developed country, or the GCC.

Minimum 7 years of experience in roles similar to the proposed role.

Experience in project development and procurement activities of multiple PPP projects and in-depth knowledge of PPP procedures and processes.

Experience in PPP structuring, financial analysis and modelling, project finance, commercial and financial due diligence, tender process management, and project monitoring and evaluation.

Demonstrable track record in the delivery of large PPP projects.

Ability to make impartial priority calls and determine the appropriate course of action across many different stakeholder views.

Excellent skills in preparing reports, drafting letters, and presenting to senior management and senior stakeholder representatives.

Excellent communication skills in English, written and spoken.

Master’s degree in a relevant field.

Chartership, licence or professional certification from internationally recognised professional institutions.

Experience in Qatar and/or the Gulf region.
