Budget Controller

Primary Purpose of the Job

Responsible for providing budget control services to Engineering Department which includes but not limited to processing CAPEX/OPEX Budgets & AFEs, Invoices and Asset Capitalization.

• 7 years relevant experience in project cost budget control.
• Prepare Work Program and Budget pack for Annual Budgets (CAPEX/OPEX/NON-ROUTINE) and ensure its accurately mapped in SAP.
• Prepare Budget Revisions/Supplementary Budget and ensure appropriate justification and supporting documentation is valid and sufficient.
• Prepare AFEs with accuracy and ensure the requested AFE is in compliance with Qatar Energy Policy and Procedures.
• Ensure compliance with and implementation of approved Budget Control related Procedures and Work Instructions.
• Review reallocation journal / expenditure postings in SAP FI and advice proper allocation of AFE number and WBS Element.
• Work in close coordination with the cost, planning & project team to ensure proper and timely recording of expenditure through Service Entry Sheets.
• Provide solutions to the project team on budget issue and ensure invoices are processed and returned to Finance for payment within target dates.
• Provide justification for monthly and quarterly variance and ensure the reasons are valid and obtain mitigation measures from cost, planning & project team.
• Review the project status, CWIP and Completion Certificates to ensure capitalization process is in line with Qatar Energy Policy and Procedures.
• Participate in continuous improvement of budget control activities.
• Capacity to prepare ad-hoc reports for specific or certain budget and cost analyses when required.
• Provide on-the-job coaching & development of Qatari staff

• A university/college degree in financial accounting or CPA, ACCA CGMA or equivalent.
• Working knowledge in SAP (e.g. PS, MM modules) essential.
• Good knowledge of MS Office applications and Database particularly in Excel and Power Point
