To deliver high-quality technical analysis, research, and drafting that supports timely and consistent Advance Tax Ruling (ATR) decisions. The postholder will contribute to the full case lifecycle, ensuring analytical accuracy, procedural consistency and effective collaboration across technical and operational teams.
Key responsibilities Technical support and drafting- Analyze ruling applications and supporting documentation to identify key issues.
- Research and interpret tax legislation, regulations, guidance, and relevant case law.
- Draft rulings, issue lists, and technical memoranda under the supervision of the Senior Tax Analyst.
- Prepare concise and well-referenced summaries and comparative analyses.
- Coordinate with the Case Manager in ensuring completeness, document version control, and adherence to deadlines.
- Liaise with applicants to clarify information requests and coordinate responses for additional documentation.
- Prepare ruling case packs, meeting minutes, and decision logs for Senior Tax Analyst review.
- Apply approved templates, citations, and style guides consistently.
- Maintain and tag technical materials for future reference in the knowledge base.
- Track similar rulings to promote consistency and identify emerging policy trends.
Essential
- A certified Bachelor's Degree in a relevant field, such as Law, Accounting, Taxation, Finance, Economics, Public Administration.
- Minimum of four years of experience in tax advisory, tax administration, or tax policy.
- Strong understanding of domestic tax laws, regional tax frameworks, and administrative practice.
- Proven analytical and legal interpretation skills and attention to detail.
- Demonstrated ability to work collaboratively with legal, policy or audit teams.
- Strong written and verbal communication in Arabic and proficiency in English.
- Professional certifications such as CPA, ADIT, or CTA.
- Exposure to project management and information security basics.
- Analytical rigor and research discipline.
- Clear and concise drafting with accurate citation.

Senior Tax Analyst

The Senior Tax Analyst is responsible for leading the technical review and drafting of Advance Tax Rulings (ATRs), ensuring accuracy, consistency, and alignment with Qatari tax law and procedural standards. The postholder provides expert analysis, mentors junior analysts, and contributes to the quality, efficiency, and integrity of the rulings process.
Key responsibilities Technical analysis and drafting- Lead the technical assessment of ruling applications, ensuring comprehensive analysis of facts and evidence.
- Interpret legislation, executive regulations, guidance, and relevant case law to support conclusions with validation and clear rationale.
- Draft technically sound high quality rulings and supporting memoranda, articulating options, risks, and impact of precedents.
- Identify information gaps and frame targeted clarification questions for applicants.
- Work closely with the Case Manager to ensure completeness, accuracy and adherence to case milestones.
- Coordinate with Legal Counsel, Audit, Policy, and Transfer Pricing specialists on cross‑functional cases.
- Review, augment and consolidate the draft work produced by Tax Analysts into a single structured package for Legal Counsel and Head of Section feedback.
- Participate in technical discussions, hearings and briefings, presenting findings clearly and objectively.
- Lead the preparation and delivery of concise technical briefings to the Head of Section.
