Key Responsibilities Oversee Tax Compliance Risk Analysis

Lead proactive and reactive tax compliance risk analysis using statistical models, research activities, behavioral analysis, and sector-based analytics to identify patterns of non-compliance.

Monitor risks associated with international taxation through the review of bilateral and multilateral tax treaty analyses, including treaty abuse, transfer pricing, and other international tax structures.

Review Reports, Recommendations and Tax Gap Assessment

Review periodic reports detailing identified tax risks, analytical methodologies used, and estimated financial impacts while ensuring the quality and clarity of outputs.

Lead the development of recommendations to mitigate tax risks through enhanced compliance measures, targeted tax audits, and the adoption of advanced analytical technologies.

Oversee the estimation of tax gaps arising from identified risks and assess their expected impact across various economic sectors.

Develop Analytical Tools and Identify Audit Targets

Coordinate with the Information Technology Sector to support the development and enhancement of analytical and technical tools used for tax risk identification and management while monitoring their effectiveness.

Oversee the identification of taxpayers for tax audits based on risk analysis results and available data, ensuring a transparent and consistent risk-based selection methodology.

Review taxpayer target lists submitted to relevant departments, including the rationale for selection and intended audit objectives.

International Coordination and Stakeholder Engagement

Lead the Section's participation in information exchange forums and multidisciplinary platforms organized by international organizations, GCC entities, and other relevant institutions within the Section's mandate.

Coordinate with external stakeholders, including the Ministry of Finance, on matters related to tax compliance risks and the exchange of relevant information.

Preferred Qualifications

Bachelor's degree in Economics, Accounting, Finance, Statistics, Business Administration, or a related field.

Master's degree in a relevant discipline is preferred.

Relevant professional certifications are considered an advantage.

Preferred Experience

Minimum of six (6) years of experience in tax compliance risk, tax/financial analysis, risk management, tax audit, or regulatory oversight environments.

Strong knowledge of tax legislation, tax compliance risk methodologies, and the use of data analytics to support compliance decisions and regulatory interventions.

Technical and Behavioral Competencies

Strong technical knowledge of tax compliance risk analysis and the use of analytical reporting tools.

Excellent analytical and organizational skills to assess risks, identify tax gaps, and formulate recommendations.

Strong communication and coordination skills with internal departments and external stakeholders.

Effective leadership and supervisory skills with commitment to professional standards.
