Financial Affairs Expert – PPP Projects
We are seeking a Financial Affairs Expert for Public-Private Partnership (PPP) infrastructure projects in Doha, Qatar. The role is responsible for all financial aspects of the PPP project contract and for ensuring compliance with International Public Sector Accounting Standard IPSAS 32, including financial structuring analysis, project affordability assessment, financial model maintenance across the project lifecycle, and support to project managers on procurement and financial matters.
GeneralDescription
Responsible for all financial aspects of the PPP project contract and ensuring compliance with International Public Sector Accounting Standard “IPSAS” 32 requirements.
Undertake financial structuring analysis to assess explicit and implicit costs to the Authority.
Possess solid project finance experience across various sectors from a public sector perspective, understanding project risks for both public and private sector participants.
Regularly share knowledge on new international best practice trends in comparator situations.
Job ResponsibilitiesMonitor and report all financial aspects of PPP project contract and ensure compliance with IPSAS 32.
Review and validate all financial models in all project phases starting from feasibility/proposal submissions and as part of competitive bidding to ensure project affordability, financial soundness, and appropriate risk allocation.
Regularly update financial models during the project lifecycle.
Review and finalize amendment agreements and ensure implementing it in accordance with best practices and IPSAS 32.
Determine the Authority’s explicit and implicit financial obligations and risks throughout the project lifecycle.
Lead internal and external stakeholders regarding financial aspects of projects.
Develop, monitor, and control all payment mechanisms related to PPP projects.
Provide support to Project Managers on procurement and financial matters.
Develop, prepare, and publish PPP policy framework and guidelines, contributing to the development of PPP methodologies.
Hold regular team meetings to engage and support team members in implementing PPP methodologies.
Generate and present reports to senior management and stakeholders as required, and in compliance with IPSAS 32.
Required Skills and CompetenciesMinimum 18+ years’ experience in major infrastructure projects or programs, with mandatory pre and post-contract working experience in large-scale PPP projects, preferably in the water/wastewater sector.
Expertise in analyzing PPP financial models and contract administration, including achieving financial closure.
Proven knowledge and application of IPSAS 32 “Service Concession Agreements” in the context of PPP projects.
Proficient in drafting and negotiating complex PPP Financial Agreements.
Excellent negotiation and communication skills, with broad knowledge of international economics and market conditions.
Regularly shares knowledge on new international best practice trends in comparator situations.
Mandatory RequirementsBachelor’s degree in Economics, Business, Accounting, Cost Engineering, or related fields.
Master’s degree in Business Administration, Finance, Economics, or similar. Suitable PPP experience in established organizations may be considered in lieu of a Master’s degree.
Professional membership of reputable institutions such as RICS, ACCA, CIMA, or equivalent.
Financial Management experience related to Drainage Assets.
Proven financial knowledge of pronouncements of IPSAS 32.
Driving license.
Experience of working in Qatar or the Gulf region on PPP project(s).
