HR Manager

Job Summary

Lead and manage end-to-end HR operations and recruitment across head office and project sites, ensuring timely manpower mobilization, legal compliance, workforce stability, and alignment with business and project needs.

• Lead overall HR operations and recruitment function.
• Manage end-to-end recruitment for management, staff, technical, skilled, and blue-collar workforce.
• Plan and coordinate manpower mobilization with projects.
• Ensure compliance with labor laws, immigration, and company policies.
• Manage overseas recruitment agencies, trade tests, and mobilization processes.
• Oversee employee relations, grievances, disciplinary actions, and conflict resolution.
• Manage payroll inputs, benefits, manpower costs, and cost-control initiatives.
• Monitor attrition, retention KPIs, and workforce performance.
• Support audits, client interviews, and manpower compliance reviews.

• Bachelor’s / master’s degree in HR or related field.
• 7–14 years of HR & recruitment experience (construction / EPC / oil & gas preferred).
• Strong expertise in bulk recruitment, overseas hiring, and project mobilization.
• Sound knowledge of labor laws, visa processes, and HR best practices.
• Proven leadership, manpower planning, and decision-making skills.
• Ability to manage multiple projects and tight deadlines.
