Job Specification
Job Purpose
- Develop an effective and fit-for-purpose Underwater Inspections (UWI) procedures, ad-hoc contracts, emergency response inspection tools, and communications protocols among the Qatar Energy Club members, to achieve the timely and safely identification of reported damages, as part of the effective response phase management of subsea incidents.
Job Context & Major Challenge(s) - I
- A focal point, responsible for improving the EPRS Club by setting and managing the improvement objectives of developing, establishing, and standardizing the requirements, the procedures, and protocols for the subsea Incidents Underwater inspection, including the capabilities, the coordination, and the quality implementation of Club interface protocol.
- Develop an effective and fit-for-purpose UWI contracts for responding to the incident and develop related interactive communication and interface procedures, tools, and protocols within the Club members and the Club service providers and Contractors, related to the timely, safely and effective management of subsea incidents may take place to the Qatar Energy Club members operating Subsea Pipeline, Cables and the Structures facilities, and in safely managing Club planned activities related to, or near the Qatar Energy Club members sub-sea operating facilities (Pipelines & Cables).
Job Context & Major Challenge(s) - II
- Responsible developing the requirements planning and communicating the execution of subsea response and recovery projects Underwater Inspections and the coordination of these activities with the Qatar Energy Club members team for effective response of any incident management
- Liaises with other EPRS Club Enhancement Project Management technical specialists and leaders and support the project maintaining the balance between quality, cost, and schedule.
- Operates within a structured environment with a clear reporting framework and accountable for performance in accordance with sound projects principles.
Key Job Accountabilities - I
- Develop goals and objectives and stewardship the implementations plan for the EPRS Club Subsea inspection strategies. Provide technical and operational support to EPRS Club Enhancement project management team. Act as focal point to lead the process developing the required forms to evaluate Technical, Operational and Safety aspects of emergency incidents related Underwater inspection/ survey activities from planning stage through to monitoring compliance during execution for any Club engaged Subsea incidents.
Responsible for organizing the manuals for related RA and JSA, ensuring compliance with Company policies and SHE&Q requirement. - Develop the required procedures, forms, protocols, and flow charts for the timely and quality management of Club UWI activities and establish the approval and alignment within the enhancement PMT and the Club members. Perform development and reviews of specifications and scopes of work. Conduct a review to ensure that procedures are developed and appropriate. Implement required changes or updates to ensure that Club Inspection procedures and process remain valid, current, and always incorporate and demonstrates industry "Best Practices" for effective management and operating of the EPRS Club following the enhancement project completion.
- Identify, establish, and standardize the coordination of Subsea and UWI activities within the Qatar EPRS Club members teams, and with 3rd parties for data and information collection and integration within the EPRS Club. Develop and nurture relationships with inspection third party and construction and maintenance service providers to keep abreast of latest developments and regional Offshore industry resources to ensure EPRS Club requirements and expectations are met.
- Develop an effective processes, procedures, and documentations for EPRS Club members operating Subsea facilities remote inspection during incidents management.
Key Job Accountabilities - II
- Act as a focal point of contact with Qatar Energy Marine and other North Field Operators to synergize marine and underwater inspection campaigns and optimize costs. Serve as a key member of Qatar Energy Sub
- Sea Inspection Task Force providing coordination, operational input, and oversight to ensure all sub-sea inspection programs are executed safely and on timely basis. - Organize and record keeping of UWI related documentation and charts. Maintains database of all survey agreements and results, ensures that all obligations are met. Ensures adherence to Corporate Policies, Procedures, and Agreements with Qatari laws.
- Develop and nurture relationships with third-party operators, Offshore and Pipeline maintenance service providers to keep abreast of latest developments and regional Offshore industry resources to ensure Company requirements and expectations are met.
