Program Manager

Black & Grey HR is recruiting for a leading technology solutions provider in Doha, Qatar. Our client is seeking an experienced Program Manager – ICT to lead the Program Management Office (PMO) function, overseeing budget planning, procurement, governance, and delivery of enterprise IT programs aligned with organizational strategic objectives.

• Budget, Procurement & Commercial Management
• Budget planning:
  Lead annual ICT budget planning in coordination with senior management and stakeholders
• Budget estimations & forecasts:
  Review and validate project/program budget estimations and financial forecasts
• Budget controls:
  Oversee budget utilization, financial controls, and cost optimization across programs
• Procurement:
  Manage procurement planning, tendering processes, and contract renewals
• Commercial management:
  Oversee contracts, work orders, and invoicing
• Stakeholder engagement:
  Engage with internal and external stakeholders to provide updates on budget, risks, and consumption

• Program & Project Governance
• Governance frameworks:
  Establish and drive PMO governance frameworks, standards, and controls
• Performance metrics & compliance:
  Define and maintain program performance metrics and compliance processes
• Health assessment:
  Implement program and project health assessment mechanisms
• Strategic alignment:
  Ensure alignment of IT programs with organizational strategy

• Resource Management
• Resource monitoring:
  Monitor current resource utilization across programs and projects
• Forecasting:
  Forecast future resource requirements and support workforce planning
• Allocation support:
  Assist in resource allocation to meet delivery timelines and budget constraints
• Risk mitigation:
  Identify and mitigate resourcing risks proactively
• Risk escalation:
  Identify, assess, and escalate program-level risks (financial, procurement, contractual)
• Collaboration:
  
  Collaborate with stakeholders to resolve risks in a timely manner
• Mitigation implementation:
  Ensure risk mitigation strategies are implemented across programs

• Management Reporting
• Reporting:
  Provide regular program-level reporting to senior leadership and stakeholders
• Dashboards:
  Develop dashboards and reporting frameworks for project and program health
• Structured reporting:
  Support program managers with structured reporting mechanisms
• PMO leadership:
  Lead and manage PMO team members, including task allocation and performance tracking
• Team development:
  Provide guidance, mentorship, and support for team development
• Continuous improvement:
  Drive continuous improvement and succession planning within the PMO

• Experience & Education
• Bachelor’s degree in IT, Computer Science, Engineering, or related field
• 12+ years of experience in IT, including significant experience in managerial/PMO roles
• Strong background in ICT program management, governance, and delivery

• Certifications
• PMP (Project Management Professional)
• ITIL Certification

• Technical Skills
• Strong expertise in IT program and portfolio management
• Experience in budgeting, procurement, and commercial contract management
• Knowledge of governance frameworks, KPIs, and program performance metrics
• Strong understanding of risk management and compliance practices
• Experience in stakeholder management across government and enterprise environments
• Excellent reporting, communication, and leadership skills
