Lead Investigator
About the Role
This role is responsible to assist and support line manager in investigations into breaches of Code of Ethics, including Fraud and noncompliance with QRG regulations, policies, Standards and Procedures. Ensure investigations are conducted fairly and objectively in a timely manner using the international standards, best practices and are in line with applicable legal requirements. Also, responsible to assist department in managing the Company's whistle‑blowing program (Speak Up) in accordance with the approved business ethics and integrity framework.
Yourduties would include:
- Assist line manager in managing the Speak Up channels to monitor and review allegations and provide feedback to whistleblowing person.
- Liaise with relevant QRG Stakeholders including QRG HR/Employee Relations and QR Legal in relation to investigations.
- Provide input to and participate in dissemination campaigns to increase fraud risk awareness.
- Conduct a triage of all allegations to identify and recommend those warranting a full investigation or closed at preliminary review stage.
- Support the development of the investigation plans including manpower, systems, and timelines to validate the allegations.
- Analyse Investigation cases, prepare reports and propose recommendations in relation to noncompliance such as code of ethics and company policies.
- Carry out all activities required to conduct an investigation, including the execution of each preliminary review and investigation, and ensure it is carried out to the required quality standards, key issues identified, and review and endorse reports and findings for the Manager Investigation & Compliance review.
- Coordinate with legal department if required to provide documentation for prosecution purposes.
- Control related findings from investigations are agreed with the business and track to closure in Audit management software.
- Ensure that documents related to the investigation are properly managed, tracked and stored electronically, and manually as appropriate.
- Support the implementation of, and update to, any investigation related software and tools.
- Analyse and keep track of all allegations such as fraud and unethical incidents.
- Work with line manager to provide support to lead projects to deliver complex investigations and fraud investigations. In particular:
Set scope for the assignments and create project plans.
Proactively monitor assignments in progress, to ensure findings and conclusions are in line with review objectives and fully address engagement work scope.
Monitor the quality of work of the assigned team and provide frequent feedback.
Ensure objectivity of findings, authenticity of supporting documentation, and appropriateness of recommendations.
- Interact with the management level staff of QRG Group to obtain information, seek clarifications and share findings, where appropriate.
- Prepare draft reports and forward to Manager Investigation & Compliance for their review.
- Ensure KPI’s are met consistently, ensuring quality in all work.
- Support line manager and SVP IA in dealing with the external consultants, State Audit Bureau (SAB), Group legal and financial auditors and Audit Committee.
- Lead sections of the recommendations tracking process.
- Contribute to the budget preparation process to support the Manager Investigation & Compliance in identifying requirements and expected volume of investigations.
- Manage time effectively during an investigation to ensure completion within a reasonably expected time.
- Contribute to the maintenance and preparation of the Investigation Manual and procedures to ensure a fair, transparent and robust investigation process in line with data retention and legal requirements.
