The Master has the overall authority for the health and safety of all personnel onboard the Vessel, the safety of the vessel and the environment.

The Master has authority and responsibility to make decisions with respect to safety and pollution prevention and to request the Company's assistance as required.

Responsibilities:

  • Responsible for implementing the Company's policies and Safety Management System, motivating the crew in the observation of such policies, issuing appropriate orders and instructions in a clear and simple manner, verifying that the requirements of the TOL SMS are complied with and reviewing the system and reporting any deficiencies.
  • Responsible for ensuring the vessel complies with all Flag State, Classification Society and Local Rules and Regulations which affect the safe and efficient operation of the vessel.
  • Responsible for the overall management, planning, organisation and control of all vessel activities. Although the Master cannot delegate his responsibilities, he should delegate certain duties to his management team in line with their specific job description to ensure such responsibilities are fulfilled. As such, the Master shall ensure that planned maintenance and routines are in place and being adhered to for all onboard equipment and systems, including safety equipment, engine and ancillary machinery, cranes and dynamic positioning systems.
  • Responsible for ensuring that all marine personnel onboard the vessel are in procession of the appropriate qualifications and certification for their respective rank and for ensuring that all new personnel are provided with appropriate familiarisation and guidance on the vessels layout, procedures and safety systems.
  • Responsible for ensuring that personnel performance appraisals are conducted for all marine personnel.
  • Responsible for ensuring that all marine personnel onboard the vessel are in procession of the appropriate qualifications and certification for their respective rank and for ensuring that all new personnel are provided with appropriate familiarisation and guidance on the vessels layout, procedures and safety systems.
  • Responsible for ensuring that personnel performance appraisals are conducted for all marine personnel.
  • Responsible for ensuring that safety systems onboard, such as safety committees, inspections and permit-to-work systems are complied with.
  • Responsible for the safe navigation of the vessel whilst in transit, on location and berthing and unberthing in port.
  • During DP Operations, the Master shall ensure that company requirements and IMCA Guidance are complied with.
  • Responsible for ensuring that all official logbooks are correctly completed.
  • Responsible for the maintenance of the Ship Security Plan and for ensuring compliance with the ISPS Code.
  • The Master is the primary link between the Onboard Management Team and the Vessel Management Group. As such, the Vessel Master should ensure that the relevant shore personnel are kept advised regarding any issues that may affect the safe and efficient operational capabilities of the vessel.
  • Acts as a member of the emergency team as dictated in the Muster List.

QHSSE Responsibilities:

  • To stop any person from performing an unsafe act.
  • Lead by example in demonstrating the correct behaviour in implementing all HSE programs.
  • Recognize the ‘ownership' of health, safety and environmental control within their sphere of activity and lead by example. Require reporting Supervisors to demonstrate effective control over health, safety and environmental responsibilities.
  • Meet or exceed company and regulatory requirements and strive for continuous improvement. Ensure implementation of strategies through Performance and Results program.
  • Ensure that a chain of command exists whereby responsibility and authority for safety matters are clearly determined, documented and understood.
  • Make arrangements for the necessary training, including induction training, of all personnel under their control in the safe working procedures relevant to their activities. Ensure that all staff under their control are adequately qualified and experienced for the jobs they undertake.
  • Include health and safety objectives in job appraisal systems within their area of responsibility.
  • Ensure arrangements are in place for the co-ordination and control of Sub-Contractor activities.

Certification:

  • CoC as per STCW Regulation II/2.
  • DP Certified (unlimited).
  • Valid Medical Certificate.
  • Training & certification in accordance with the TOL Training Matrices.
