Overview

Responsible for managing the overall ICT Program Management Office function which includes the overall management of the budget, procurement and commercial functions of the organization as well as the establishment of program governance processes, controls for effective management of IT Projects and Programs in alignment to the organizations ICT strategic objectives.

Budget, Procurement & Commercial Management
  • Lead annual budget planning exercise in coordination with various stakeholders including senior management, team leads and external stakeholders.
  • Review budget computations and estimations specific to projects and programs within the procurement process.
  • Oversee the management & monitoring of the ICT Budget practices across all programs.
  • Develop overall financial controls and measurements to monitor budget utilization.
  • Work with IT Senior Management & Team Leads to ensure project budgets are properly estimated and controlled.
  • Oversee the management & monitoring of procurement plans, tendering progress and ensuring renewals are occurring in a timely manner in alignment with estimated budgets and operational demands.
  • Oversee the management & monitoring of the commercial function of all contracts, work orders & invoicing.
  • Collaborate with stakeholders, internal and external such as MSY, MCIT, and MoF and provide regular program wide updates, risks, budget, consumption etc.
Project and Program Management
  • Anchor development of program and project governance practices and ensures adherence across programs and project.
  • Define, maintain and refine the IT program / project Performance Metric & Measurement and program compliance standard processes.
  • Create and maintain program and project health assessment practices.
Resource Management
  • Maintain and monitor the information of the current resource usage across programs and projects.
  • Forecast the future resource needs.
  • Assist senior management in resource planning activities.
  • Highlight the resourcing risks to plan timely mitigation.
  • Assist program/project managers in the allocation of resources to meet work fluctuations and budget and time constraints in the delivery process.
Risk Management
  • Identify and elevate program wide issues to senior management including risks related to budget, procurement, commercial or contractual aspects.
  • Collaborate with internal and external stakeholders to communicate and resolve commercial and procurement-related risks.
Management Reporting
  • Provide regular and timely reports to the senior management and relevant external stakeholder on all the above functions.
  • Develop effective reporting mechanisms for assisting program and project managers in reporting the status and health of their programs/projects.
People Management and Succession Planning
  • Manage the PMO team members, assign & track tasks as well as providing guidance & input to the team.
