Shelter Group is seeking a highly accomplished Estimation & Tendering Manager to lead our pre-contract function and play a critical role in securing high-value construction and infrastructure projects across Qatar.
This senior leadership position is responsible for driving estimation excellence, tender strategy, bid management, commercial risk assessment, contract negotiations, and value engineering initiatives to ensure the submission of competitive, profitable, and technically robust proposals. The successful candidate will serve as a key advisor to senior management, influencing project acquisition strategies and contributing directly to the company's growth and profitability.
Key Responsibilities Strategic Leadership & Pre-Contract Management- Lead and oversee all pre-contract activities, including estimation, tendering, bid management, and commercial evaluations.
- Develop and implement best practices, governance frameworks, and strategic initiatives within the tendering function.
- Align bid strategies with corporate objectives, client expectations, and market opportunities.
- Drive continuous improvement and operational excellence across the pre-contract lifecycle.
- Direct the preparation and review of detailed cost estimates, budgets, and pricing strategies for major projects.
- Utilize market intelligence, benchmarking, and cost databases to ensure accurate and competitive pricing.
- Evaluate project feasibility and commercial viability while safeguarding profitability.
- Support strategic decision-making through commercial analysis and financial forecasting.
- Lead the preparation, review, and submission of technically compliant and commercially competitive tenders.
- Coordinate with Commercial, Procurement, Operations, and Project teams to ensure high-quality bid submissions.
- Manage tender schedules, bid evaluations, and proposal development activities.
- Drive bid success through effective planning, coordination, and execution.
- Review tender documents, specifications, contract conditions, and commercial requirements.
- Identify contractual risks, opportunities, and commercial implications.
- Lead negotiations with clients, consultants, subcontractors, and suppliers to secure favorable outcomes.
- Ensure commercial exposure is minimized while maximizing project profitability.
- Establish structured risk assessment and mitigation processes during tender preparation.
- Evaluate financial, technical, operational, and contractual risks before submission.
- Ensure compliance with legal, regulatory, and corporate governance requirements.
- Support informed business decisions through proactive risk management practices.
- Drive value engineering initiatives to enhance competitiveness and project profitability.
- Promote innovative construction methodologies and alternative technical solutions.
- Identify opportunities for cost optimization, efficiency improvements, and commercial advantage.
- Foster a culture of innovation and continuous improvement within the team.
- Act as the primary liaison between executive leadership, project teams, consultants, and external stakeholders.
- Present tender analyses, bid recommendations, commercial evaluations, and risk assessments to senior management.
- Provide strategic insights on market conditions, pricing trends, and project selection.
- Support executive decision-making through accurate, timely, and data-driven reporting.
- Lead, mentor, and develop Estimation, Quantity Surveying, and Cost Control teams.
- Build a high-performance culture focused on accountability, collaboration, innovation, and professional growth.
- Implement succession planning and capability development initiatives to strengthen departmental performance.
- Bachelor's or Master's Degree in Civil Engineering, Construction Management, Quantity Surveying, or a related discipline.
- PMP® or equivalent professional certification is highly desirable.
