Project Controls Director (Power Projects)

Position Summary

The Project Controls Director is responsible for leading and managing all project controls functions across large-scale power plant construction projects, including planning, scheduling, cost control, progress measurement, reporting, risk management, change management, and performance analysis. The role ensures projects are delivered safely, on schedule, within budget, and in compliance with contractual and client requirements.

The successful candidate will possess extensive EPC experience in thermal power plants, combined cycle power plants (CCPP), gas-fired power plants, renewable energy projects, substations, and associated infrastructure developments.

Key Responsibilities

Planning & Scheduling

  • Lead the development and implementation of integrated project schedules.
  • Establish project baselines, key milestones, critical paths, and recovery plans.
  • Monitor schedule performance and identify potential delays and mitigation measures.
  • Ensure compliance with EPC contract requirements and project execution plans.
  • Manage planning teams across engineering, procurement, construction, and commissioning phases.

Cost Control & Budget Management

  • Establish and maintain project cost control systems and procedures.
  • Monitor project budgets, commitments, accruals, forecasts, and cash flow.
  • Analyze cost variances and recommend corrective actions.
  • Review monthly cost reports and financial performance metrics.
  • Support project management teams in achieving commercial objectives.

Progress Measurement & Reporting

  • Implement project performance measurement systems and reporting standards.
  • Ensure accurate progress tracking and Earned Value Management (EVM) reporting.
  • Prepare executive dashboards and management reports.
  • Present project performance updates to clients and senior leadership.
  • Lead schedule risk assessments and mitigation planning initiatives.
  • Monitor project variations, changes, and claims.
  • Evaluate schedule and cost impacts arising from project changes.
  • Support commercial teams with Extension of Time (EOT) claims and dispute resolution.

Leadership & Stakeholder Management

  • Lead multidisciplinary Project Controls teams across multiple projects.
  • Mentor and develop planners, cost engineers, and reporting specialists.
  • Coordinate with clients, consultants, contractors, and project stakeholders.
  • Drive implementation of project controls best practices across all project phases.

Systems & Performance Management

  • Ensure effective utilization of Primavera P6 and other project control tools.
  • Develop KPI reporting frameworks and performance monitoring systems.
  • Establish project controls procedures aligned with international standards.
  • Promote digital reporting and data-driven decision-making processes.

Minimum Qualifications

  • Bachelor's Degree in Engineering, Construction Management, Project Management, or a related discipline.
  • Master's Degree is preferred.
  • Professional certifications such as PMP, PSP (Planning & Scheduling Professional), AACE, or equivalent are highly desirable.

Experience Requirements

  • Minimum 20 years of Project Controls experience within EPC, Power, Energy, or Industrial projects.
  • Minimum 10 years in a senior leadership role managing large Project Controls teams.
  • Proven experience on major power plant construction projects valued above USD 500 Million.
  • Strong experience in Combined Cycle Power Plants (CCPP), Gas-Fired Power Plants, Thermal Power Plants, or Renewable Energy Projects.
  • Experience working with leading EPC contractors.
  • Middle East and international project experience is highly preferred.
