Job Summary: The Special Populations Program Manager oversees the ACCESS Virtual Learning program’s statewide services and compliance initiatives related to students requiring specialized instructional accommodations, including those with Individualized Education Programs (IEPs), Section 504 plans, and English Learner (EL) supports. Leads program implementation, develops operational procedures and training frameworks, and ensures compliance with federal and state regulations governing access to virtual learning.

Serves as the primary subject-matter expert for special populations within ACCESS and collaborates with internal leadership and external education partners to support effective program delivery.

Department Summary:

ACCESS Virtual Learning at the University of Alabama provides online learning opportunities to K–12 students across Alabama through partnerships with local school systems and the Alabama State Department of Education. This position provides leadership for initiatives that support the implementation of instructional accommodations in online learning environments and ensures educators receive the training, resources, and guidance necessary to meet federal and state requirements for student services.

Required

Minimum Qualifications:

Bachelor’s degree and four (4) years experience; OR master’s and two (2) years of experience.

Minimum Qualifications:

Must have valid U.S. driver's license. Must be at least 19 years of age at time of hire and have an acceptable Motor Vehicle Report that is in compliance with University policies. Applicants under the age of 21 will have some driving restrictions.

Skills and Knowledge: Demonstrated knowledge of federal and state regulations governing accommodations and services for special populations.

Preferred Qualifications: Master’s degree in Education, Special Education, Educational Leadership, or related field. Administrative certification or leadership experience in K–12 education. Five (5) years of professional experience supporting students within special populations (i.e., Special Education, Section 504, English Language Learners). Experience designing or leading professional development or instructional support initiatives. Experience with online or blended learning environments. Experience working with statewide education programs or multi-district initiatives.

Experience developing policies, procedures, or compliance frameworks.
