Position: ELECTRIC UNDERGROUND FOREMAN

Under the general supervision of the Assistant Electric Superintendent, this employee performs operations related to underground utility lines. This can include installing conduit or other utility service material through trenching, digging or directional drilling. The employee works in close coordination with specific utility to ensure project safety and effective task completion. The employee operates construction equipment including trucks, backhoes, trenchers, directional drilling machines and bore gel mixers.

The employee maintains all assigned equipment base on prescribed maintenance schedules. This job is considered safety-sensitive and is subject to a pre-employment background check and random drug screenings.

ESSENTIAL FUNCTIONS Utility Hole Drilling

Operates drilling machines to drill holes in support of all City utility units and operations.

  • Operates directional drilling machines to drill holes for all City utility operations and units.
  • Maintains all assigned equipment in accordance with established preventative maintenance schedules.
  • Equipment Operation

    Operates a variety of heavy equipment in connection with utility boring projects.

  • Operates backhoes, ditch excavators, hole clean-out machines, gel mixing equipment and other heavy equipment.
  • Maintains all assigned equipment in accordance with established preventative maintenance schedules.
  • Crew Leadership

    Provides work crew leadership for assigned projects and work tasks.

  • Makes work assignments for assigned staff.
  • Assists other employees when needed.
  • Monitors work performance of assigned staff.
  • Reports on crew performance and project status to Assistant Superintendent.
  • Utility Coordination

    Coordinates projects with all associated City and private utilities.

  • Works closely with all City utility departments and private utilities to ensure projects are safe and coordinated with utility plans and projects.
  • NON-ESSENTIAL FUNCTIONS

    Performs other job-related duties as required or assigned.

  • Possess a high school diploma or GED.
  • Minimum of five (5) to ten (10) years of experience in operating and maintaining bore hole equipment.
  • Prior supervisory experience is preferred.
  • Possess a Class A Commercial Driver’s License (CDL) with tanker endorsement or be able to obtain this license within six (6) months of employment; must be insurable.
  • Ability to travel and work non-standard and overtime hours.
  • Ability to pass a pre-employment background check and an initial drug screen.

  • Knowledge of City rules, regulations, policies, and procedures.
  • Knowledge of all City utility systems (water, sewer, gas and electric).
  • Verbal skills to effectively communicate with co-workers, supervisors, the general public and over the telephone.
  • Writing skills to prepare professional letters, reports and other materials using correct English, grammar, punctuation, and spelling.
  • Knowledge of elevation change as it relates to boring operations.
  • Knowledge of bore hole size requirements in relation to all utility department requirements.
  • Reading skills to understand and interpret City policies and guidelines.
  • Math skills to perform basic calculations (add, subtract, multiply, divide).
  • Leadership skills to lead assigned work crews.
  • Ability to operate and maintain boring machines and equipment.
  • Ability to evaluate the work performance of subordinate employees.
  • Ability to operate and maintain equipment such as backhoe, ditch excavator and hole clean-out equipment.
  • Ability to operate trucks in connection with project work.
  • Ability to operate boring gel mixing machines.
  • Ability to plan and organize work tasks.
  • Ability to troubleshoot equipment problems or unusual situations.
  • Ability to work with all utility departments in boring operations and projects.
  • Ability to use computers and office productivity software.
  • Ability to maintain professional attitude.
  • Ability to use a telephone.
  • Ability to deal with all contacts in a courteous and patient manner.
  • Ability to work with little or no supervision.
  • Ability to drive.
  • Physical Demands

    The work requires considerable and strenuous physical exertion such as frequent climbing of tall ladders, lifting heavy objects over 50 lbs., crouching, or crawling in restricted areas, and defending oneself or others from physical attack.

    Work Environment

    The work environment involves high risks with exposure to potentially dangerous situations or unusual environmental stress which require a range of safety and other precautions, e.g., working at great heights under extreme weather conditions, or similar situations where conditions cannot be controlled.
