SUMMARY

This classification performs technical traffic and transportation responsibilities. The incumbent reports to the Traffic Operations Division Manager and oversees the signing and marking and traffic engineering service units and the design of traffic signal plans. They develop intersection improvement projects, new traffic signal plans, and traffic signal permit modifications. Under general supervision, they perform traffic engineering work, organize and direct County traffic engineering studies and services, respond to citizens’ concerns and requests for service, collect field data, review and analyze plans, write reports, coordinate with field supervisors, and ensure compliance with GDOT and MUTCD.

They must gain experience in the County’s UDC Code to ensure development plans meet County standards, be experienced with traffic engineering design and operations concepts, and lead employees effectively while maintaining close contact with GDOT District Seven staff and GDOT design standards.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Preparing and/or modifying intersection improvement projects in compliance with County and State design standards
  • Developing traffic signal permit revision drawings for GDOT submittal
  • Performing multi‑way stop and signal warrant analysis
  • Preparing and/or managing the development of signal‑timing plans for both isolated and coordinated traffic signal systems
  • Monitoring all traffic signals for needed adjustments due to changes in traffic patterns or demand
  • Developing traffic control regulations in compliance with all laws, ordinances, and standards, i.e., speed regulatory changes, school zone limits, and development of traffic ordinances
  • Developing scope of work, estimates, and construction phasing for traffic signal and intersection improvements
  • Reviewing traffic signal related engineering drawings submitted by consultants for approval
  • Assisting in the review of development plans as they relate to access management and traffic operations and County UDC Code
  • Performing traffic and transportation research, analysis, planning, and design; maintaining the traffic operation infrastructure, signing and pavement markings; formulating corrective measures for high accident locations
  • Responsible for county‑wide traffic calming program, neighborhood traffic management, coordination of traffic calming studies, and implementation
  • Recording and investigating citizens’ concerns, complaints, and service requests; identifying and determining solutions to issues
  • Prioritizing, scheduling, assigning, and monitoring work performed under assigned Traffic Operations Units
  • Organizing and maintaining a database of traffic systems related information; traffic accident data, traffic counts, speed data, truck classifications, and related data
  • Planning and conducting special traffic and safety studies and preparing comprehensive reports
  • Directing and instructing superintendents or senior technicians on work methods, procedures, and standards related to their assignments
  • Preparing plans and cost estimates for traffic operations projects
  • Monitoring federal and state grant opportunities and preparing competitive funding applications
  • Representing Douglas County at regional agency meetings and professional organizations, such as ITE, ASHE, and ASCE
  • Interviewing, recommending hiring, supervising, training, counseling, and evaluating subordinate personnel
  • Investigating vehicular accident reports and traffic hazards to assure roadway safety for drivers and pedestrians
  • Collecting and analyzing traffic engineering data to determine the adequacy of existing or the need for additional traffic control measures
  • Communicating with supervisors, other departments, developers, consultants, and engineers to coordinate traffic operations projects and resolve problems
