This position performs technical work reviewing the construction of water, sewer, and stormwater infrastructure to ensure compliance with construction specifications and locating and marking underground water and sewer lines for the purpose of limiting damage resulting from planned excavations in the area. Work involves making key decisions concerning the operation and valving of the water system to accomplish efficient distribution of water, isolation and dewatering of line segments for maintenance purposes.
Duties also include conducting on-site inspections of in-progress and completed construction, developing filed notes and responding to inquiries concerning construction projects. Work involves considerable contact with contractors, developers and residents. An employee in this position is required to be on-call on a rotating basis. This position reports to the Project Superintendent.
- Locates and marks underground water and sewer lines.
- Locates, marks, and turns valves for engineering, new construction, and mapping purposes.
- Inspects independent contractors’ work for adherence to Design and Construction Standards as they relate to water, sewer, stormwater, and erosion control; maintains records of inspections conducted and deficiencies noted; follows up on deficient construction and re-inspects.
- Takes enforcement action when necessary, including but not limited to issuance of Notices of Violation, posting of Stop Work Orders, and issuance of Administrative Fines.
- Prepares field notes with respect to the type and location of constructed facilities and the sizes and location of other utilities encountered.
- Reviews and interprets descriptive land data sheets on tracts, right-of-way maps and easements.
- Inspects water and sewer tap connections, manholes and sewer pump stations to determine if quality of work meets construction specification standards.
- Oversees contractors, developers and crews with the testing procedures for newly installed water and sewer lines.
- Troubleshoots, diagnoses, and performs detailed maintenance and repair work on water and sewer lines.
- Investigates, determines cause, and makes adjustment to pressure and quality of water service delivery to customers.
- Provides technical support and consults with employees/contractors on size, type and location of mains and valves.
- Isolates and drains water lines that are in need of repair.
- Develops and implements maintenance programs.
- Keeps accurate records of maintenance activities.
- Prepares reports and maintains records as required.
- Places in service water lines, eliminating air entrapments and flushing lines as necessary to restore customer complaints.
- Serves as crew leader of assigned personnel as needed.
- Works with the Superintendents in the operation of the water distribution and wastewater collection systems.
- Performs other related duties as required/assigned.
Education and Experience: High School diploma or General Equivalency Diploma (GED). A two-year degree from a post‑secondary vocational‑technical school and/or college in a related field is desirable. Three (3) years of experience with, or exposure to, water/wastewater/stormwater infrastructure and construction or an equivalent combination of education and experience.

Qualifications:
Possession of a valid State of Georgia driver’s license and satisfactory Motor Vehicle Record (MVR);
Possession of a GSWCC Level 1B Certification of the ability to obtain one within ninety (90) days of date of hire;
Possession of Confined Spaces and Trench Safety Certificates, or ability to obtain them within ninety (90) days from date of hire; and Possession of a State of Georgia Wastewater Collections and/or Water Distribution Licenses preferred.
Knowledge, Skills and Abilities:
- Knowledge of county and city streets and locations within the Authority’s delivery system.
- Knowledge of the methods, materials, practices, and tools used in the maintenance and repair of water and sewer lines.
- Knowledge of general safety precautions, occupational hazards and safety precautions in the underground utilities and repair trades.
