This is not a State of Delaware merit position. It is a one-year contractual position with the opportunity to work long term.

The Kent Conservation District (KCD), a governmental subdivision of the State of Delaware, is seeking applicants for the contractual services position of Administrative Specialist with the Delaware Department of Natural Resources and Environmental Control (DNREC), Division of Waste and Hazardous Substances – Compliance & Permitting section.

JOB SUMMARY

The Administrative Specialist will assist with administering electronic file management to aid the public and staff in retrieving program documents. The selected candidate will primarily be responsible for indexing, categorizing, and inputting the Section’s historical documents into DNRECtory. This responsibility requires analytical skills and attention to detail.

Additional administrative responsibilities may include answering telephones, answering questions from the public, and directing questions to the appropriate party. Communication, teamwork, and a willingness to learn are critical factors for finding success in this role.

ESSENTIAL FUNCTIONS
  • Administers accurate electronic file management.
  • Indexes, categorizes, and inputs the Section’s historical and current documents into DNRECtory, or similar enterprise content management system.
  • Utilizes analytical skills to identify document differences and determine proper filing location.
  • Identifies and resolves issues in electronic file retrieval.
  • Applies agency laws, rules, regulations, policies, and procedures in maintaining and processing agency documents and information.
  • Uses Microsoft Office Suite and Adobe Acrobat extensively for document management and additional administrative duties.
  • Answers, directs, and transfers telephone calls from the public accurately, efficiently, and in a friendly manner.
  • Assists existing Administrative Specialists with common administrative duties to ensure proper staffing coverage.
  • Additional special projects and duties as assigned.
JOB REQUIREMENTS
  • One year of experience in performing office support work such as drafting routine correspondence, reports, or logs, operating office equipment, handling incoming and outgoing mail, postal and shipping services, answering phones, directing calls and taking messages, or maintaining files and supplies.
  • One year of experience in document processing such as reviewing and evaluating records for completeness and conformity with laws, rules, regulations, standards, policies, and procedures, resolving deficiencies, and tracking and monitoring activities.
  • One year of experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
  • Six months’ experience in using standard computer software/applications to create documents, develop spreadsheets, or maintain/update databases.
  • Proficiency in Microsoft Office Suite and Adobe Acrobat, highly preferred.
  • OR
    • Possession of an Associate’s degree or higher.
    CONDITIONS OF EMPLOYMENT
  • Applicants must be legally authorized to work in the United States. The Conservation District participates in the Federal E-Verify system to confirm you are authorized to work in the U.S. The Conservation District shall require verification of identity, validating you are lawfully permitted to work in the United States beyond a temporary period without employment-based sponsorship.
  • The Conservation District does not provide sponsorship for holders of H-1B Visas.
  • Direct Deposit of paychecks is required of all new employees.
  • Possession of a valid Driver’s License is required (not suspended, revoked, cancelled, or disqualified from driving).
  • This position is not telework eligible. The selected candidate is required to work in the Division’s office.

    The Kent Conservation District offers a comprehensive benefits package, including: 37.5-hour work week, 9.5 hours per month of accrued vacation leave and 9.5 hours per month of accrued sick leave (prorated the first month of employment), and 12 paid holidays per year (holidays and floating holidays follow the State of Delaware schedule.) Health insurance and pension are also included in the benefits package.
