Summary StatementThis position is responsible for the project management of the Delaware Electronic Vital Events Registration System and the Vital Statistics Cooperative Project (VSCP) Agreement. The analyst will assure compliance with National Center for Health Statistics standards for the collection of vital records data and timely submission of the data to the above‑mentioned federal agency as required by the VSCP contract. The other responsibilities of the analyst are grant and contract writing and management, collaboration with internal and external stakeholders, and supervision of staff members.

- Six months experience in using statistical software such as SPSS or SAS.

- Interview agency staff, observe work processes and gather data relating to operational and managerial practices and procedures for use in evaluating services provided and/or determining compliance to goals and objectives.
- Review, perform statistical analysis and interpretation of collected data relating to policies, procedures, organization, managerial and operational practices; define and may make recommendations for correcting problems.
- Analyze data gathered and develop solutions or alternative methods of proceeding.
- Analyze and evaluate the effectiveness of operations in meeting established goals and objectives.
- Provide technical assistance in understanding and developing management objectives and controls for resolution of issues and concerns.
- Study pertinent background material such as legislation, administrative orders and regulations.
- Make recommendations for and assist in the implementation of new techniques or procedures to improve methods of operations, strengthen controls, and effectively utilize resources.
- Document findings of studies and prepare recommendations for implementation of new systems, procedures, or organizational changes.
- May supervise administrative support and/or paraprofessional staff. Supervision is exercised over at least two or more merit full‑time positions per the Merit Rules. The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, recommending hire/fire and discipline.
JOB REQUIREMENTS for Management Analyst III
- Three years experience in conducting studies which includes evaluating operations, programs, services, policies and procedures to determine efficiency, effectiveness, whether goals and objectives are met and compliance with laws, rules, regulations, policies and procedures.
- Three years experience in descriptive statistics such as the mean, median, mode or standard deviation.
- Three years experience in interpreting laws, rules, regulations, standards, policies, and procedures.
- Six months experience in designing studies which includes determining study goals and objectives, information needed, data sources, sampling and collection methods.
- Six months experience in making recommendations for continuation or changes to operations, programs, services, policies or procedures based on findings.
- Six months experience in narrative report writing.
- Knowledge of inferential statistics such as correlation, t-tests, f-tests or analysis of variance.
