Minimum Qualifications:

  • Meets certification requirements of the State of Delaware for Teacher of Early Childhood and Early Childhood Exceptional Children (Birth–Grade 2 or applicable certification).
  • Strong knowledge of early childhood development and evidence-based instructional practices for young children with disabilities
  • Successful completion of required Praxis examinations
  • Knowledge of IDEA, Delaware Special Education Regulations, and preschool special education requirements
  • Ability to collaborate effectively with families, early childhood educators, related service providers, and multidisciplinary teams
  • Valid Delaware driver's license and ability to travel between district and community-based early childhood programs

Essential Duties and Responsibilities:

  • Provides specialized instruction to preschool-aged children with disabilities in natural environments and inclusive early childhood settings in accordance with each student's Individualized Education Program (IEP)
  • Plans and implements individualized instructional programs that meet the developmental, academic, communication, social-emotional, behavioral, and adaptive needs of students
  • Collaborates with families, childcare providers, community preschool programs, Head Start, and district staff to support student participation and success within the least restrictive environment
  • Attends, participates in, develops, and revises Individualized Education Programs (IEPs) in collaboration with parents and multidisciplinary team members
  • Develops measurable annual goals, specially designed instruction, accommodations, modifications, and progress monitoring procedures aligned to student needs
  • Monitors student progress toward IEP goals and maintains appropriate documentation to support instructional decision-making
  • Maintains accurate, complete, and confidential educational records as required by federal law, Delaware regulations, district policy, and administrative procedures
  • Participates in eligibility meetings, IEP meetings, reevaluation meetings, transition meetings, and other multidisciplinary team meetings as assigned
  • Utilizes a variety of evidence-based instructional strategies, assistive technology, and instructional materials to maximize student participation and independence
  • Coaches and consults with general education teachers, early childhood providers, paraprofessionals, and related service providers to support implementation of IEPs within inclusive environments
  • Establishes and maintains positive relationships with students, families, community partners, and school personnel
  • Assesses student performance on an ongoing basis and provides progress reports and parent communication as required
  • Maintains compliance with IDEA, Delaware Department of Education regulations, and Capital School District procedures
  • Strives to implement through instruction and collaboration the mission, vision, and goals of the Capital School District
  • Strives to maintain and improve professional competence through ongoing professional learning
  • Performs other duties as assigned
