Introduction
The mission of the Division of Transportation Solutions is to provide excellence in transportation by developing, constructing and maintaining the State's infrastructure in a manner that results in a safe, cost‑effective, and efficient multi‑modal transportation network that enhances mobility, commerce, and livability. In addition, Transportation Solutions provides high quality support services to other divisions in the department.
Summary StatementThis position will oversee daily operations of the Department's automated enforcement safety programs, including Red Light, Intersection Obstruction, and Speed Enforcement. The selected candidate will assist the manager with the oversight of the agreement(s) and vendor(s), enforcement site selection processes and field reviews, development and review of program performance and financial reports, responses to customer inquiries, and occasionally testifying in court.
EssentialFunctions
- Inspects infrastructure to ensure compliance with design plans, materials specifications, safety requirements, construction processes, local, state, and federal codes and ongoing maintenance requirements; documents and reports compliance or deficiencies.
- Designs, develops, or reviews engineering projects or site layouts, alignments, profiles, studies, graphs, and other related activities.
- Compiles and records notes, sketches, test results, inspection data, and other information to document compliance and/or develop designs, specifications, reports, maps, and other geographically based data.
- Conducts various studies to be used by others to analyze needs or develop plans, record characteristics, and other related activities.
- Conducts data analysis to determine accuracy of data collected, develop recommendations, develop corrective designs, and/or ensure compliance.
- Tests or evaluates the quality of materials or designs to verify adherence to contracts and specifications.
- Obtains survey data such as angles, elevations, points, and contours using electronic distance measuring equipment and other surveying instruments.
- Calculates or measures area and volume dimensions, horizontal and vertical geometry, profile and component specifications, and material testing dimensions using calculators or computers.
- Operates computer‑assisted drafting equipment or other tools of the trade, and uses automated information systems and computer software to enter, update, modify, delete, retrieve, and report on data.
- Reads and interprets plans, specifications, blueprints, and other engineering documents.
- Performs other related duties as required.
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Planning:Process and Quality Control
- Three years experience in data management and analysis used in transportation planning, which includes querying, formatting, and quality control.
- Three years experience in using computerized mapping software applications such as Geographic Information System (GIS) for collecting, analyzing, and mapping data.
- Three years experience in using an automated information system to enter, update, modify, delete, retrieve/inquire, and report on data.
- Six months experience in developing and recommending plans, specifications, designs, studies or surveys.
- Six months experience in project management which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met.
- Six months experience in developing analytical and technical documents such as reports, maps, or geographical representations of data.
- Six months experience in identifying and implementing process improvements, including managing and maintaining physical/digital filing systems and accompanying documentation to ensure compliance with laws, rules, regulations, standards, policies, and procedures.
- Knowledge of contract management and control which includes ensuring compliance with terms of contracts; negotiating changes to existing contracts.
- Knowledge of staff supervision acquired through coursework, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; or supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; or supervising through subordinate supervisors a group of professional, technical, and clerical employees.
- Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
