Summary Statement

This is administrative level work responsible for planning, directing, implementing, and monitoring the State's financial policies and procedures and for providing the technical direction to ensure all State entities accurately and efficiently execute and monitor the receipt and expenditure of funds. Recommends, implements, and monitors the necessary policies and procedures to record and account for the receipt and expenditure of the State's annual general fund revenue and budget bills.

Administers SWCAP contract and the Indirect Cost Recovery Program. Provides the necessary financial information for the State's Bond Prospectus.

Select Requirements
  • 6 months experience in Advanced Microsoft Excel such as formatting and analyzing data extracted from independent systems and external database sources.
Preferred Qualifications
  • 6 months experience in using the First State Financials System (FSF) to enter, update, modify, delete, retrieve/inquire and report on data.
Essential Functions
  • Develops, implements, and monitors statewide financial policies and procedures to ensure state agencies accurately and efficiently execute and monitor the receipt and expenditure of funds.
  • Provides counsel and guidance to statewide financial system teams in the areas of budget, accounting, payroll, and procurement.
  • Provides guidance and training to agency personnel. Develops and implements solutions to financial problems/issues impacting agency operational needs and/or statewide policy and the Delaware Code.
  • Monitors, researches, and updates the State Budget and Accounting Policy Manual and the various financial reports.
  • Interprets, investigates, and develops improved policies to fulfill the requirements of the federal government and state auditors.
  • Develops policies and training to accommodate outside entities and other state financial offices utilizing the state's financial systems, i.e., school district charter schools and the Twenty-First Century Fund.
  • Coordinates with the Deputy Director of Financial Management, the Deputy Director of Budget Development, and the Fiscal and Policy Analyst in the production of the Governor's Recommended Budget, including financial statement preparation, quality control, and liaison with outside agencies.
  • Ensures statewide compliance with federal mandates under the Federal Cash Management Improvement Act (CMIA).
  • Provides information analysis and explanation of significant year-to-year variance on statewide issues which could impact the state's financial standing in the annual audit of the Annual Comprehensive Financial Report (ACFR).
  • Maintains up-to-date awareness and knowledge of changing federal laws, regulations, and requirements to satisfy information needs criteria of the financial community.
  • Ensures the state's financial system reflects the appropriations approved by the General Assembly, i.e., provides the cross‑walk between the appropriations bill and the state's budget and accounting systems.
  • Develops and implements a plan to provide full integration of the state's complete fiscal management cycle, which includes planning, budgeting, accounting, and reporting.
  • Manages, controls, and coordinates with central and operating agencies the transition from closeout to start‑up of the new fiscal year.
  • Provides guidance and recommends allocations to the Budget Commission.
  • Provides accurate, complex financial information on the state's resources and expenditures to various national and regional survey groups.
Job Requirements
  • Possession of a bachelor's degree or higher in Public Administration, Business, Accounting, Economics or a related field.
  • Three years of experience in financial administration, such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash‑flow management, and establishing internal control.
  • Three years of experience in providing guidance and direction to management/officials in accomplishing financial, program, and organizational goals and objectives, identifying and resolving issues.
