Chief Financial Officer (CFO)
The Chief Financial Officer (CFO) serves as the chief financial adviser and strategic business leader for the Capital School District. The CFO provides executive leadership for all financial planning, fiscal accountability, state and local revenue modeling, fund accounting, and operational business functions. This position ensures strict compliance with Delaware Code (Titles 14 and 29), Delaware Administrative Code, Delaware Office of Management and Budget (OMB) regulations, District Board policies, and federal laws.
Primary Responsibilities & Statutory Duties
- Financial Strategy, Budgeting & Tax Management
- Lead the annual budget development, execution, and long-range multi-year financial forecasting for operating and capital funds.
- Project, calculate, and set District tax rates
- Calculate, bill, and distribute tuition tax revenue for specialized regional programs, including the Kent County Community School and Kent County Secondary ILC.
- Monitor state unit allocations following the September 30th unit count to ensure regulatory compliance and proper staffing/funding adjustments.
- Fiscal Oversight, Accounting & Audits
- Direct all District accounting operations, payroll, accounts payable, accounts receivable, and business office personnel.
- Maintain compliance with Delaware's First State Financials (FSF) system and Payroll/Human Resources Statewide Technology (PHRST).
- Chair the Citizen Budget Oversight Committee (CBOC)
- Coordinate internal, external, and State Auditor of Accounts (AOA) financial audits.
- Operations, Capital Planning & Procurement
- Supervise supporting services, including Food Services, Facilities, and Buildings & Grounds operations.
- Oversee Major and Minor Capital Improvement projects, facilities financing, and debt service/bond issuances.
- Manage all District procurement and competitive bidding processes in full compliance with the Delaware State Procurement Code
- Administer District risk management, employee bonding, and property/casualty insurance policies.
- Governance, Labor & Community Relations
- Serve as the primary financial advisor to the Superintendent and Board of Education, presenting monthly financial reports.
- Participate actively in collective bargaining negotiations to evaluate, model, and report the fiscal impact of proposed labor contracts.
- Evaluate and report on the financial impact of new District educational initiatives and legislative updates.
Qualifications & Hiring Requirements
Education:
Bachelor's degree in Accounting, Finance, or Business Administration required. Master's degree (MBA, MPA, or M.Ed.) highly desirable.
Experience:
Minimum of five (5) years of progressive financial leadership experience, with preference given to public school finance, fund accounting, and state funding systems.
Technical
Skills:
Hands-on proficiency with Delaware state systems (FSF and PHRST) required.
Legal & Background Clearances:
Favorable Criminal Background Check and Child Protection Registry clearance. Valid Tuberculin (TB) test result and employment physical examination. Mandatory enrollment in Direct Deposit.
Terms of Employment & Evaluation
Term: 12-Month Administrative Contract. Compensation:
Salary established in accordance with the Capital School District Board of Education Administrative Salary Schedule. Benefits:
