Position: Public Utility Analyst I-III

Summary Statement

We are seeking critical thinkers with a passion for public policy who value professional development and work-life balance. As a Public Utility Analyst on the Delaware Public Service Commission’s Renewable and Energy Markets team, your work will help shape energy policy. In this role, you will review regulated utility filings, renewable energy and community solar facility applications, and financial statements. You will also analyze regional wholesale electricity markets and transmission issues, contribute to clean and renewable energy policy initiatives, represent the Commission at state and regional meetings, and prepare memos and reports.

This is an in-office, career-ladder position. Applicants at all levels will be considered.

Essential Functions

  • Examines regulated company reports, records and books; analyzes, evaluates and interprets statistical and financial information and determines compliance.
  • Monitors financial and administrative activities of regulated companies, analyzes monthly and quarterly reports, ensures recovery of fuel costs is within allowable limits, identifies variances from previous submissions and determines reason for change.
  • Plans, conducts and coordinates audits.
  • Provides testimony at public hearings and defends position.
  • Verifies mathematical accuracy of company reports and that the rate of return is within approved limits; performs statistical analysis, calculates ratios and standard costs.
  • Writes memos and reports and performs assigned special projects, such as literature searches for precedents.
  • Ensures that regulated companies file all required reports.
  • May work on regional electric wholesale issues and provide analysis related to potential issues.
  • Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.
Job Requirement Series Requirements JOB REQUIREMENTS for Public Utility Analyst I

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  • One year of experience in the accounting, auditing, and/or regulation of utilities, or rate determination.

OR

  • Possession of an Associate degree or higher in Accounting, Business Administration, Business Management, Economics, Finance, Engineering, Mathematics or related field.
