General Summary

The Enterprise Liaison, Government Relations is responsible for developing, leading, and executing the health system's advocacy and public policy strategy at the local, state, and federal levels. This role is a key partner to the Chief Operating Officer, directly linking governmental, legislative, and regulatory developments to the organization's day‑to‑day operations, financial health, and strategic performance objectives. The Enterprise Program Manager ensures compliance while proactively shaping policy to support efficient patient care delivery and operational excellence.

Responsibilities
  • Operational Advocacy & Performance Alignment:
  • Financial Impact Analysis:
    Conduct detailed analysis of proposed legislative and regulatory changes (e.g., shifts in Medicare/Medicaid reimbursement, regulatory burdens, staffing mandates) to quantify their direct impact on the health system's budget, revenue cycle, and operational units.
  • Operational Policy Strategy:
    Advise the COO on the necessary operational and administrative changes required to comply with new mandates or leverage policy opportunities (e.g., changes to quality reporting, technology implementation, or service line adjustments).
  • System Integration:
    Ensure all government relations activities are coordinated with clinical operations, supply chain, facility planning, and finance to minimize disruptions and maximize the efficiency of patient services.
  • External Relations & Lobbying:
  • Direct Representation:
    Serve as the principal registered lobbyist and representative to key elected officials, legislative staff, and executive branch agency leaders. Participate in relevant Delaware Hospital Association (DHA) committees.
  • Priority Advocacy:
    Lead advocacy campaigns focused on the COO's critical operational areas, such as reimbursement levels, capital project funding (e.g., Certificate of Need), healthcare workforce issues, and regulatory relief.
  • Relationship Management:
    Cultivate and maintain strong, credible, and trusted relationships with government officials and their staff, ensuring they understand the operational realities and community impact of the health system.
  • Coalition Building:
    Actively engage with and lead industry groups (e.g., state hospital associations, public health coalitions) to amplify the health system's operational and policy positions.
  • Monitoring, Analysis, and Communication:
  • Proactive Monitoring:
    Continuously monitor and track legislation, rule making, and judicial decisions at all government levels that could affect hospital operations and financial stability.
  • Executive Reporting:
    Prepare and present timely, actionable executive summaries and recommendations to the COO and other senior leaders, translating complex policy language into clear operational and financial implications.
  • Advocacy Materials:
    Draft high‑impact policy papers, legislative testimony, and regulatory comment letters that articulate the health system's stance with a focus on data and operational impact.
