Position: Labor Law Enforcement Officer I, II, III

Summary Statement

Join DOL as a Labor Law Enforcement Officer where you will be responsible for enforcing Federal and State Anti-Discrimination Laws throughout Delaware. In this role, you will conduct intake interviews for generating charges of discrimination, investigate discrimination complaints, facilitate mediation and conciliations, and conduct on-site inspections regarding civil rights requirements. Duties include analyzing relevant and pertinent data for recommending preliminary and final determinations;

ensuring timely processing of complaints by coordinating, monitoring, and streamlining procedures; and providing community outreach/education concerning equal opportunity and nondiscrimination requirements. You will serve diverse populations, ensure equitable access to services, and assist individuals throughout the process.

Preferred Qualification
  • Read, write, and speak Spanish fluently.

Essential Functions
  • Investigates and resolves complaints and enforces various state labor standards and civil rights laws.
  • Advises employers, employees, attorneys, and other interested parties of the applicability and interpretation of the various laws; provides information to the general public regarding labor standards and civil rights laws, regulations, and filing procedures.
  • Gathers, examines, and interprets data such as payroll, medical and other records to determine amounts due; collects wages and benefits if applicable.
  • May participate in annual prevailing wage survey of contractors; provides prevailing wage determinations to governmental entities, contractors, architects, contracting agencies, and others requesting information.
  • Prepares case summaries, reports, and correspondence for cases. Maintains records of complaints received and disposition of cases.
  • Keeps abreast of changes in the law, new interpretations; attends training seminars or conferences.
Job Requirements for Labor Law Enforcement Officer I
  • Bachelor's degree or higher which includes coursework in conducting studies, descriptive statistics, inferential statistics, and studying laws, rules, or regulations.
  • OR:
    • Six months experience in conducting investigations which includes conducting interviews to obtain confidential information, gathering evidence, and documenting findings.
    • Six months experience in resolving labor law or employment discrimination complaints.
    • Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
    • Six months experience in narrative report writing.
Job Requirements for Labor Law Enforcement Officer II
  • One year experience in conducting investigations which includes conducting interviews to obtain confidential information, gathering evidence, and documenting findings.
  • OR:
    • Six months experience in resolving labor law or employment discrimination complaints.
    • Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
    • Six months experience in narrative report writing.
Job Requirements for Labor Law Enforcement Officer III
  • Three years experience in conducting investigations which includes conducting interviews to obtain confidential information, gathering evidence, and documenting findings.
  • Three years experience in resolving labor law or employment discrimination complaints.
  • Three years experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  • Two years experience in developing and conducting staff training.
  • Two years experience in narrative report writing.
