Introduction

The Delaware Department of Health and Social Services (DHSS) seeks to increase the number of applicants for clinical nursing positions by offering a recruitment incentive to eligible Advanced Practice Nurse, Nurse Consultant, Nursing Supervisor, Compliance Nurse, Registered Nurse, Licensed Practical Nurse, and Certified Nursing Assistant candidates in accordance with the DHSS Recruitment and Referral Incentive Program.

Summary Statement

This position serves as a Registered Nurse III with the Kent County Community Mobile Health Unit. The primary function of this role is to provide health screenings and testing for cardiovascular disease, diabetes, hypertension, blood lead, and HIV, as well as vaccinations for COVID‑19 and seasonal flu. Services are delivered on board the community mobile unit within underserved areas. The incumbent will also support the public health clinic in child health, immunization, family planning, and sexual and reproductive health.

Responsibilities include providing professional nursing care services to clients, preparing reports and statistics, and assisting in community health education. The position involves managing and maintaining vaccine inventory and supplies. The role will also participate in disaster exercises and shelters when needed, and in public health initiatives such as flu vaccinations, COVID‑19 testing and vaccinations, and other community health projects. Occasional evening work one night per week and occasional Saturday work with advanced notice may be required.

  • Provides or evaluates direct nursing care.
  • Develops, implements, and/or reviews nursing care plans.
  • Provides health care instruction and guidance to individuals, families, community groups, and/or nursing home facilities in managing their health care needs.
  • Maintains an effective working relationship with other members of the treatment team.
  • Prepares and submits records, reports, evaluations and forms.
  • Participates in and makes recommendations regarding quality assurance activities.
Job Requirements
  • Possession of a bachelor's degree or higher in nursing and at least one year of experience as a registered nurse, or a master's degree or higher in nursing.
  • Possession of a Delaware registered nurse license, or multi‑state compact license.

This position is a classification organized under an exclusive bargaining representative (labor organization) that has been elected by employees as their representative for collective bargaining and other applicable terms and conditions of employment, in accordance with Title 29, Chapter 59 and Title 19, Chapters 13 and 16. This position is covered by a collective bargaining agreement based on its individual terms.

All new hires are required to report to the Statewide New Employee Orientation (SNEO) on their first day of employment. Sessions are held at designated locations in Kent or New Castle County.

As a condition of hire you must possess a valid driver’s license (not suspended, revoked or cancelled, or disqualified from driving).
